302 <br /> the Attorney for the District and the Director of Public Works , after which the <br /> public hearing was continued to this time to allow the property owners to ne - <br /> gotiate with a contractor for construction of the imprevementsby direct contract , <br /> rather than by formation of the Improvement District . <br /> City Manager stated Staff recommends that Council continue this public hearing <br /> for a period of two weeks as property owners had received a bid for this im - <br /> provement work which was acceptable to them and to theCity , and continuance <br /> would allow time for drafting of documents to permit construction in a public <br /> right -of -way , <br /> Mr . R . A . Torrey , 44 Bel Air Way , representing property <br /> owners concerned , affirmed statements of City Manager <br /> in that two bids had been received by them , one for <br /> $ 7 , 620 and one for $ 7 , 975 for these improvements . He <br /> also advised signed statements were in his possession <br /> from all property owners involved in this proposed <br /> improvement area stating their understanding that con- <br /> tract would be on a cash basis and they would be will - <br /> ing to deposit sum needed within ten days of call . <br /> He also advised Council that he and Mr . Frank were go - <br /> ing to participate in a full share of costs , based on <br /> Council ' s previous statement of intent . <br /> Councilmen Petersen moved to continue public hearing for two weeks (April 28th ) , <br /> seconded by Councilman Keckley and carried ( MINUTE ORDER #69-62 ) . <br /> Strategic Consolidation Sewerage Plan ( SCSP) <br /> Councilman Arnett moved to adopt RESOLUTION NO , 5953 APPROVING AND AUTHORIZING <br /> EXECUTION OF JOINT POWERS AGREEMENT FOR FINANCING OF ENGINEERING SERVICES - <br /> STRATEGIC CONSOLIDATION SEWERAGE PLAN, seconded by Councilman Keckley . <br /> In reply to question as to City ' s degree of commitment by this action , City <br /> Manager advised approval of this Joint Powers Agreement commits the City only <br /> to the extent that a similar action is also taken by the Councils of San Carlos <br /> and Belmont to participate in this Joint Powers Agreement for engineering services <br /> Phase #1 . He stated the other Joint Powers Agreement which had been referred to <br /> in a previous report would cover the creation of an administrative authority <br /> which will provide administrative control for SCSP under separate action at a <br /> later date . <br /> He advised letters were on file from both the Regional Water Quality Control <br /> Board and Bay Delta staff stating this consolidated sewerage plan as being com- <br /> menced is compatible with the Bay Delta plan , if it comes into being . <br /> In reply to questions as to further details on plan proposed , and whether degree <br /> of treatment proposed meets requirements for a possible Federal Grant , City Manager <br /> replied engineering services at this point applied only to plans and specifica - <br /> tions for the first phase of proposed consolidated program , for transporting <br /> wastes from existing plants of Redwood City , Belmont and San Carlos to deep water <br /> channel through Redwood Peninsula , and that City had received several indications <br /> that we do qualify on treatment for a Federal Grant , but a higher degree of treat- <br /> ment will be required at a later date . <br /> In reply to question as to reason for proposed line containing a job instead of <br /> proceeding in a straight line , City Manager advised the change proposed is to <br /> locate line basically within parkway of Redwood Shores to circumvent the Brod prop- <br /> erty and costly sloughs therein . He warned that the plans and specifications must <br /> bm 1.# '69 <br />
