304 <br /> only , the objection being bid could not be spread among dealers ; of problems of <br /> meeting special specifications for City cars , particularly as to special police <br /> pursuit car tires needed as matter of safety ; other equipment called for by City <br /> specifications not on standard vehicles as delivered to general public ; changes <br /> being made for an agreement form as to compliance of bid , instead of purchase <br /> order , and other consideration being given this problem by Staff . <br /> Council discussed whether this matter should be considered again during Budget <br /> meetings , or as an Agenda item at a later date , after review by a special Council <br /> Committee . Mayor Bury suggested his consulting with the City Manager , in view <br /> of discussion , to ascertain how he would recommend Council ' s aid to insure a <br /> more complete and competitive bidding atmosphere . Motion carried on roll call <br /> vote , Councilmen Rosselli and Weymouth being noted absent . <br /> Councilman Keckley moved to adopt RESOLUTION NO 5957 ESTABLISHING AND DECLARING DES - <br /> IGNATED ENTRANCES TO DESIGNATED INTERSECTIONS TO BE STOP ENTRANCES ; AND ELIMINAT- <br /> ING CERTAIN HERETOFORE ESTABLISHED STOP ENTRANCES , seconded by Councilman Henderson . <br /> Traffic Bureau recommendation for relocation of stop sign on Farm Hill Blvd , at <br /> Brandy Rock Way to Glennan Drive warranted as an interim measure , until traffic <br /> signals can be installed . Motion carried on roll call vote , Councilmen Rosselli <br /> and Weymouth being noted absent . <br /> Councilman Henderson moved to adopt RESOLUTION NO , 5958 ESTABLISHING AND DECLARING <br /> DESIGNATED ENTRANCES TO DESIGNATED INTERSECTIONS TO BE STOP ENTRANCES , seconded <br /> by Councilman Petersen . <br /> Traffic Bureau recommendation for installation of 24 stop signs at 13 intersections <br /> in the area bounded by El Camino Real , Roosevelt Avenue , Hudson Street and Jeffer- <br /> son Avenue . Traffic Bureau reported this area had been plagued with minor acci - <br /> dents due to excessive speeds without regard to normal right -of -way rules , and that <br /> the 10 stop signs installed previously in this area were insufficient to correct <br /> the problem . Motion carried on roll call vote , Councilmen Rosselli and Weymouth <br /> being noted absent . <br /> Councilman Keckley moved to adopt RESOLUTION NO . 5959 DECLARING AND ESTABLISHING CARLOS <br /> AVENUE , FROM EL CAMINO REAL TO CYPRESS STREET AND FROM WEST OAKWOOD BOULEVARD TO <br /> ORCHARD STREET AS A THROUGH STREET , SECONDED BY COUNCILMAN ARNETT , <br /> Traffic Bureau reported increase in traffic on Carlos Avenue and the increase in <br /> accidents warrants the assignment of right -of -way to Carlos Avenue . Motion carried <br /> on roll call vote , Councilmen Rosselli and Weymouth being noted absent . <br /> Councilman Henderson asked that Staff consider intersection of Fernside and Har- <br /> cross Road for a possible stop sign ( Memo 4/15/69 ) . Councilman Henderson also <br /> questioned when a report might be expected by Staff since February . City Manager <br /> advised of the meeting held recently with Downtown Committee members at which <br /> traffic study was discussed , and also a potential plan for redevelopment and refur- <br /> bishing of the downtown area holding a great deal of promise , on which he expected <br /> to make a report to Council this coming week with certain recommendations as to a <br /> City contribution in form of some design time by one of City ' s consultants ( Memo <br /> 4/15/69 ) <br /> CouncilmanArnett moved to adopt RESOLUTION NO , 5960 , WITHDRAWING ANNEXED TERRITORY FROM <br /> EMERALD LAKE LIGHTING DISTRICT, AND CONSENTING TO DETACHMENT OF ANNEXED TERRITORY <br />
