3 0 City Attorney advised Council of having received a request from the League of California Cities for our participation by joining in an "amicus curiae " brief relating to a decision handed down recently by the District Court of Appeal on the application of a prevailing wage to certain public employees on a State -wide basis . He stated there might be a fee involved but would not anticipate it to be more than $500 . Councilman Henderson moved to support request of City Attorney and the funding , seconded by Councilman Arnett and carried ( MINUTE ORDER #69-69 ) . Mayor Bury reported communication he had received from the Air Force ROTC Cadets at San Francisco State College would be duplicated and sent to each member of the Council . Mayor Bury also noted communication he had received from the local Elks Club asking Council to proclaim week of May 9 as Youth Week and proposing a downtown parade on Sunday , May 1 . , which he had referredto Staff for review . Mayor Bury also noted first anniversary of City ' s Municipal Transit System com- mencing this month and of the proclamation prepared for publicity for the week of April 20th as "Redwood City Municipal Transit System Week " and urged all to join in the festivities planned . Councilman Petersen moved to adjourn by adoption of RESOLUTION NO . 5961 COMMEMORATING THE MEMORY OF LT . COLONEL EDWIN P . City Manager reported that in the first phase treated effluent will be transported through submarine outfall line to the Bay and will be treated as at present , but ultimately existing treatment plants will serve as pumping stations , after the new facilities are constructed .
