307 S .B . 88 proposing to provide for inclusion of compulsory arbitration provisions in contracts for construction of public projects . Committee recommends opposition as not being in the best interests of the City and would hamper City ' s freedom to contract . S .B . 100 proposing to amend various sections of the Code of Civil Procedure and Government Code relating to claims and suits against public entities . Committee recommends opposition as would eliminate certain procedural safeguards now held by public bodies . Recommendation of Committee to send a representative to Sacramento to express City ' s position to interested legislators and/or legislative committees when status of pro - posed legislation regarding regional matters (BCDC , regional government , and tidelands ) would be most effective . Councilman Henderson advised it was recommedation of Committee that not only the Legislators be advised of Council ' s recommendation on proposed legislation , but also the authors of such bills receive such notice signed by the Mayor . She also noted that she had been asked to serve on a special committee of ABAG representatives , to consider regional government pro - posals on a revised approach for presenting to the ABAG General Assembly meeting next month . Motion carried (MINUTE ORDER #69-66 ) Councilman Henderson moved to adopt ORDINANCE 1398 OF THE CITY OF REDWOOD CITY APPROVING THE ANNEXATION TO THE CITY OF REDWOOD CITY OF CERTAIN UNINHABITED TERRITORY DESIG- NATED "LAUREL WAY ANNEXATION " AND HEREIN DESCRIBED, AND HEREIN ANNEXING SAID TERRI- TORY TO SAID CITY OF REDWOOD CITY , seconded by Councilman Keckley and carried on roll call vote , Councilmen Rosselli and Weymouth being noted absent . DAMAGE CLAIMS : ( 1 ) State Farm Insurance Service Center , on behalf of insured , Roderick JohnBarbanica , 1053 Dodge Drive , for property damages alleged to have been caused by City-owned and operated vehicle ; ( 2 ) Roderick John Barbanica , 1053 Dodge Drive , for personal injuries alleged to have been caused by City -owned and operated vehicle ; ( 3 ) Mrs . Ruth Frost , 58 Turnsworth ave . , for expenses alleged to have been incurred from blockage of City sewer line , denied and referred to insurance carrier on motion of Councilman Petersen , seconded by Councilman Arnett and carried ( MINUTE ORDER #69- 67-A , #69-67-B & #69-67-0 . ACCOUNTS PAYABLE , Nos . 71177 to 71415 , inclusive , totaling $ 646 , 835 . 89 , approved , with the exception that the two Council expense items be withheld from this register, and authorizing addition of sum of $ 12 , 046 . 42 to pay Census workers , on motion of Councilman Arnett , seconded by Councilman Keckley and carried .
