316 <br /> City Manager advised that he would ask Mr . Ribera to speak later on landscape <br /> planning in Redwood Shores under item forParkway Fencing . <br /> PUBLIC HEARING , Resolutionof Intention to abandon portions of Hamilton Street and Bradford <br /> Street , declared open and affidavits of posting and publication ordered filed . <br /> This action was requested by County in connection with the construction of the <br /> Government Center and City will retain necessary easements in both areas . There <br /> being no communications or oral protest , Councilman Rosselli moved to close the <br /> public hearing , seconded by Councilman Arnett and carried . <br /> Councilman Petersen moved to adopt RESOLUTION NO . 5971 ABANDONING PORTIONS OF PUBLIC <br /> STREETS IN THE CITY OF REDWOOD CITY IN ACCORDANCE WITH PART 3 OF DIVISION 9 , <br /> STREETS AND HIGHWAYS CODE OF THE STATE OF CALIFORNIA , seconded by Councilman <br /> Arnett and carried on roll call vote . <br /> Councilman Rosselli moved to adopt RESOLUTION NO . 5972 SETTING TIME AND PLACE OF PUBLIC <br /> HEARING ON ANNUAL BUDGET FOR THE FISCAL YEAR JULY 1 , 1969 - JUNE 30 , 1970 ; ORDERING <br /> PUBLIC NOTICE BE GIVEN OF SAID HEARING AND OF THE FACT THAT COPIES OF SAID PROPOSED <br /> BUDGET ARE AVAILABLE FOR PUBLIC INSPECTION IN THE OFFICE OF THE CITY CLERK, seconded <br /> by Councilman Weymouth . <br /> As required by Code , City Manager submitted the proposed Budget for 1969-1970 for <br /> Council study , and now recommends that first Council budget study meeting be sched - <br /> uled for May 8th , and public hearing be set on June 16 , 1969 . He explained the new <br /> format of Budget is a significant departure made possible by Charter changes approved <br /> at the last election and which he believed provided for the first time a much more <br /> accurate projection of the actual costs of municipal governmental costs by relating <br /> the various charges to each department . Motion carried on roll call vote . <br /> Councilman Rosselli moved to adopt RESOLUTION NO . 5973 APPROVING AND ACCEPTING FINAL MAP <br /> OF MARLIN SUBDIVISION NO , 1 WITHIN GENERAL IMPROVEMENT DISTRICT NO , 1 -64 , REDWOOD <br /> CITY , CALIFORNIA , SUBJECT TO CERTAIN CONDITION$ , seconded by Councilman Keckley , <br /> Planning Director described from a map the planning proposed for this subdivision <br /> of approximately 72 acres to consist of 163 single -family lots , four townhouse <br /> areas also to be subdivided later , plus an elementary school site , park areas , and <br /> inland waterway areas . <br /> In reply to question concerning Belmont District school site in this area , City <br /> Manager reported last word received from Belmont School District was notice they <br /> would acquire their school site by condemnation , if necessary , but no effort to <br /> acquire had as yet been made , even though the site had been offered to them below <br /> the formula cost . He further reported how City has no control over School Districts ' <br /> powers of condemnation in any part of the project at any time , regardless of any <br /> preplanning or expenditure of funds made . He explained school site planned on cri - <br /> teria established by their District , later changes which were made , offers of co - <br /> operation in working out a joint use proposal of park and school property , similar <br /> to that in effect with Redwood City School District , with no results on this pro - <br /> posal either . <br /> City Manager explained the status of the " land bank " for Shores , and the effort <br /> of School District to tie in a 3 -acre Shores Park for their use , thus cutting back <br /> the size of the site to be acquired by School . <br /> Council members expressed reluctance to establish such a precedent and suggested <br /> that this matter be referred to the Council ' s School Liaison Committee , and also <br /> faY 5 't9 <br />
