817
questions asked concerning effect of adopting a Final Map for this site should
Belmont School District later ask for some other alignment . Planning Director
stated a proposed realignment after adoption of the Final Map would pose problems ,
but streets could lend themselves to utilization by a subdivision ; however , such a
situation would be most unfortunate for overall design as planned . Suggestion
made that Council might direct a communication to the School District outlining the
situation as it stands and asking for some action . Council also questioned whether
approval of Final Map might not be best delayed until this issue settled .
City Attorney advised propriety of such a letter within the discretion of the Council
but Final Map could not be approved conditionally , and even if modified , must be
approved in a form substantially similar to the approved Tentative Map .
City Manager reported he had been notified prior to this meeting that Robert J .
Costello , attorney representing Leslie Properties , was to meet with a representative
of District Attorney ' s office , as attorneys for Belmont School District , and that
some definite action might result .
Lawrence Brian , representing Leslie Properties as Engineer-
ing Consultant , advised Tentative Map for this area had been
passed last August and of the many meetings he had attended
with the Belmont School District representatives trying to
work out problems within their requirements for a school site
and his doubts that park area could be converted to housing
lots because of sloughs . He reviewed why park is shaped as
submitted and his doubts that School District will acquire
any more property than site as planned .
After further discussions and questioning of City Attorney as to policy statements
of Council on this issue , motion to adopt Final Map carried on roll call vote ,
Councilman Rosselli thereafter moved that , on behalf of Council , the Mayor write an
appropriate letter to the Belmont School District expressing Council ' s policies and
requesting their help in solving this problem , seconded by Councilman Petersen .
Councilman Arnett felt this to be a subject for Council ' s Liaison Committee to
discuss with other School Districts during their meetings . Motion carried ( MINUTE
ORDER #69-83 ) . Mayor stated he will discuss the letter with Councilman Arnett .
Councilman Keckley moved to adopt RESOLUTION NO , 5974 OF THE COUNCIL OF THE CITY OF RED-
WOOD CITY GIVING NOTICE OF , AND DECLARING ITS INTENTION TO , INITIATE , PURSUANT TO
PETITION, PROCEEDINGS TO ANNEX TO SAID CITY CERTAIN UNINHABITED TERRITORY; DESCRIB-
ING SAID TERRITORY AND DESIGNATING IT BY THE NAME "EASTVIEW ANNEXATION NO , 1 " ,
MAKING CERTAIN FINDINGS RESPECTING SAID PROCEEDINGS ; AND GIVING NOTICE OF THE TIME
AND PLACE SAID COUNCIL WILL HEAR PROTESTS TO SAID ANNEXATION, seconded by Council -
man Weymouth .
This annexation comprises 2 parcels under one ownership on Eastview Way , said par-
cels separating the corporate limits of the City of Redwood City and the Town of
Woodside ; has been approved by LAFC and Resolution will set a public hearing on
May 19 , 1969 . Motion carried on roll call vote .
Councilman Petersen moved to adopt RESOLUTION NO , 5975 APPROVING AND AUTHORIZING EXECU-
TION OF AGREEMENT FOR CONSULTING SERVICES - MAIN LIBRARY FACILITIES ( CIVIC ENTER
COMPLEX ) , seconded by Councilman Arnett .
City Manager ' s report to Council explained a new main library is included in the
planning of the Civic Center concept and that architectural and engineering design
of the structure is a function of City ' s consultant architects , Haines & Tatarian ,
but that the design of the interior facilities relating to operational requirements
of a library is normally determined by the Librarian , assisted by a specialist in
this field . He explained further how Staff , assisted by the architects and President
