BIB <br /> of the Library Board , had interviewed Library Consultants and now selected Mr . <br /> Raymond Holt , of Pomona , California , as best qualified to assist Mr . Voilmayer <br /> in writing the library "program " . <br /> The agreement , as recommended by Staff , contains a provision for a minimum com- <br /> pensation of $ 7 , 500 , and he explained how it was estimated a maximum fee will be <br /> in the $ 12 , 000 -$15 , 000 range as fee based on percentage of the construction <br /> cost which is related to the physical size of the library facility . <br /> Discussing funds required for preliminary consultants before full financing pro - <br /> posed , City Manager advised how it was impossible for financing consultants to <br /> contribute anything material to this project until it was known what total amount <br /> of dollars will be involved . Financial consultants are participating in all <br /> meetings being held in order to be involved with planning stages before coming up <br /> with answers as to whether economically feasible . City Manager further explained <br /> details of fees to be paid based on construction of the project and how they will <br /> vary depending upon what final decisions made by Council . Motion carried on roll <br /> call vote . <br /> Councilman Keckley moved to adopt RESOLUTION NO . 5976 APPROVING PLANS AND SPECIFICATIONS <br /> FOR PARKWAY FENCING , PENINSULA PARKWAY SECTION - 1 FOR REDWOOD CITY GENERAL IMPROVE - <br /> MENT DISTRICT NO , 1 -64 ; AND AUTHORIZING CITY CLERK TO CALL FOR BIDS THEREFOR , <br /> seconded by Councilman Arnett . <br /> Mr . Alan Ribera , Landscape Architect of Ribera & Sue , City ' s <br /> consultants , reviewed analysis which had been previously sub - <br /> mitted for study between the now proposed wood design versus <br /> the concrete fence designs . <br /> Mr . Ribera advised there were about 2500 linear feet involved <br /> in this first state , and costs were estimated at less than <br /> $ 8 . 00 per lineal foot versus the estimated cost of $ 13 . 00 for <br /> concrete . He further reviewed the various types of landscaping <br /> proposed and reasons for choice as to size , color , ease of surv - <br /> eillance , etc . <br /> Subsidence factor was questioned , and City Manager advised throughout life of the <br /> project subsidence would be a factor, but through studies and planning , a uniform <br /> rate of subsidence will occur to hoses , fencing , etc . Questions also indicated <br /> concerns for maintenance , fire hazards with wood fencing , and for further details <br /> on type of trees and shrubs proposed . <br /> City Manager advised fences are to be located on public right -of -way co -terminous <br /> with rear private property lines making maintenance possible on street side . Fire <br /> chief indicated fire hazard of wood fencing minimized with specifications proposed <br /> for pre -treatment . Motion carried on roll call vote . <br /> Councilman Weymouth moved to introduce Ordinance appropriating $4 , 500 from unappropriated <br /> balance of Sales Tax Capital Outlay Fund to provide for rights of way acquisition <br /> and related services for the realignment of Massachusetts Avenue in the vicinity <br /> of Woodside Road , seconded by Councilman Henderson . <br /> Staff reported on realignment planned at Massachusetts Avenue in conjunction with <br /> the Woodside Road project , and necessity for City to purchase a parcel of property <br /> located in the vicinity of the Wells Fargo Bank .
