REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 8, 2016 <br /> <br />SUBJECT <br />Agreement between the City of Redwood City and All City Management Services for <br />Crossing Guard Services <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a one year agreement <br />in an amount not to exceed $242,073 between the City of Redwood City and All City <br />Management Services for crossing guard services for the fiscal year 2016-17 <br /> <br />BACKGROUND <br />Starting in Fiscal Year 1999-00, the City has contracted with All City Management <br />Services to provide service at nineteen crossing guard posts. The City chose to contract <br />with All City Management to provide crossing guard services in lieu of maintaining a <br />staff of part- time non-sworn police department personnel. The contract was due for <br />renewal on July 1, 2016. The current projected cost to provide these services for this <br />fiscal year shall not exceed $242,073. <br /> <br />ANALYSIS <br />Prior to contracting with All City Management Services, the Police Department managed <br />and staffed crossing guard posts but found it difficult to conduct supervisory oversight <br />and maintain crossing guard staffing. Vacancies were filled with Community Service <br />Officers or Police Officers, necessitating the reassignment of personnel from patrol, <br />traffic enforcement, and the investigation of crimes. These reassignments resulted in <br />fewer Police personnel available for calls for service and less time available for <br />proactive law enforcement and criminal investigations. Staffing reductions in <br />Community Service Officers has made it even more difficult to provide this type of <br />service to the community. <br /> <br />All City Management Services maintains on-call employees to fill vacancies as needed, <br />provide training, equipment, and supervision for its employees and provides liability <br />coverage. The contract renewal compensates All City Management Services at a rate of <br />$20.69 per hour for each hour of crossing guard service. This is a 22 percent increase <br />over the agreed-upon rate in the previous fiscal year’s contract. The increase in the <br />6.1.D. - Page 1
