hourly rate is primarily due to the increase in the state minimum wage that took effect on <br />July 1, 2014 and the increasing difficulty in in recruiting and staffing part-time <br />employees in the Peninsula. All City Management Services has always had to pay <br />somewhat more than the state minimum wage in order to attract qualified candidates <br />able to handle the responsibilities associated with crossing guard duties. <br /> <br />All City Management Services remains the only private vendor in our area providing <br />crossing guard services. <br /> <br />ALTERNATIVES <br /> <br />1. Decline the contract extension and direct staff to either eliminate crossing guard <br />services or return to the Council with alternative approaches for provision of <br />crossing guard services. <br /> <br /> <br />FISCAL IMPACT <br /> <br />The contract will compensate All City Management Services at a rate of $20.69 per hour <br />for each hour of crossing guard service. The total number of contracted hours for fiscal <br />year 2016-17 is 11,700 at a cost that shall not exceed $242,073. Funding is provided in <br />the Police Department operating budget. <br /> <br /> <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under CEQA as defined in the CEQA Guidelines, section <br />15378, because it has no potential for resulting in either a direct or foreseeable physical <br />change in the environment. <br /> <br />G.
