REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 8, 2016 <br /> <br />SUBJECT <br />Agreement for on-call, as-needed Professional Surveying Services with SANDIS, Civil <br />Engineers, Surveyors, Planners related to the City’s Capital Improvement Program <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the Agreement for <br />Professional Services with SANDIS, Civil Engineers, Surveyors, Planners of Campbell, <br />California, in an amount not to exceed $150,000 for topographic surveying services, <br />base map preparation, boundary surveys, legal descriptions, etc. on an on-call, as- <br />needed basis for various City-approved projects and tasks for a period of two years <br />from the Agreement date. The City Manager may amend the Agreement to extend it for <br />additional periods. Extensions will be based upon a satisfactory review of Consultant’s <br />performance, City needs and appropriation of funds by the City. The parties will prepare <br />a written amendment indicating the effective date and length of the extended <br />Agreement <br /> <br />BACKGROUND <br />The City of Redwood City annually replaces existing potable water, sanitary sewer, <br />storm drain and recycled water pipelines as part of the Capital Improvement Program <br />(CIP). These CIP projects are intended to replace aging pipes that are close to failure, <br />to increase the size of mains for additional flow and capacity and to improve the overall <br />systems’ performance, service and reliability to the residents and businesses on that <br />street and surrounding neighborhoods. <br /> <br />Priority on replacing these pipelines is determined by City staff based on the pipe’s <br />existing condition and capacity. For the upcoming two years, staff projects that about 15 <br />miles of potable water, sanitary sewer, storm drain and recycled water pipelines will <br />need to be newly constructed, replaced or rehabilitated. <br /> <br />The recommended contract for a utilities and street survey will provide information <br />related to these prioritized pipelines. The survey will provide the City with topographic <br />drawings that show the depths and alignments of existing underground utilities. The <br />survey will also detail the locations of above ground structures. This information will be <br />utilized during the design stage to determine the depths and alignments of the proposed <br />utility mains and avoid conflicts with existing utilities during construction. <br /> <br /> <br />6.1.E. - Page 1
