ANALYSIS <br />Due to the considerable length of pipelines from the demand of the different utilities <br />pipelines (potable water, sanitary sewer, storm drain and recycled water), multiple <br />surveyors are needed to accomplish the City’s various CIP projects. The availability of <br />multiple surveyors will provide design staff with the flexibility to use more than one <br />surveyor at any given time, increasing responsiveness to the City’s urgent needs. <br /> <br />Staff received, reviewed and ranked proposals for surveying services from SANDIS, <br />MacLeod & Associates, Inc., Belleci & Associates and Towill, Inc. In an effort to deliver <br />the most cost and time effective project, staff plans to hire up to three surveying firms for <br />multiple Two-Year On-Call Surveying Services contracts as the top three surveying firms <br />were ranked closely to each other. <br /> <br />The staff recommends SANDIS to the first firm to provide the on-call surveying services. <br />SANDIS was ranked first in the staff’s proposal review process. SANDIS has <br />demonstrated that they have the necessary qualifications and experience, as they <br />have performed similar surveys for the City in the past. <br /> <br />Agreements for on-call, as-needed Professional Surveying Services with MacLeod & <br />Associates, Inc. and Belleci & Associates, ranked second and third respectively, will be <br />brought forward for consideration at a later date. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the proposed agreement with SANDIS and direct <br />staff to find alternate means of completing the work, or modify the scope of work, or <br />select other consultants. <br /> <br />FISCAL IMPACT <br />Funds for this project have been previously appropriated as Water Fund Capital <br />Projects – Distribution System Replacement Program and Sewer Fund Capital Projects <br />– Collection System Replacement Program with available balances of $1,809,808.20 <br />and $2,543,294.99, respectively, as of June 30, 2016. <br /> <br />ENVIRONMENTAL REVIEW <br />The topographic surveys proposed in this report do not constitute a project as defined <br />by the California Environmental Quality Act.
