ANALYSIS
Due to the considerable length of pipelines from the demand of the different utilities
pipelines (potable water, sanitary sewer, storm drain and recycled water), multiple
surveyors are needed to accomplish the City’s various CIP projects. The availability of
multiple surveyors will provide design staff with the flexibility to use more than one
surveyor at any given time, increasing responsiveness to the City’s urgent needs.

Staff received, reviewed and ranked proposals for surveying services from SANDIS,
MacLeod & Associates, Inc., Belleci & Associates and Towill, Inc. In an effort to deliver
the most cost and time effective project, staff plans to hire up to three surveying firms for
multiple Two-Year On-Call Surveying Services contracts as the top three surveying firms
were ranked closely to each other.

The staff recommends SANDIS to the first firm to provide the on-call surveying services.
SANDIS was ranked first in the staff’s proposal review process. SANDIS has
demonstrated that they have the necessary qualifications and experience, as they
have performed similar surveys for the City in the past.

Agreements for on-call, as-needed Professional Surveying Services with MacLeod &
Associates, Inc. and Belleci & Associates, ranked second and third respectively, will be
brought forward for consideration at a later date.

ALTERNATIVES
Council may choose not to approve the proposed agreement with SANDIS and direct
staff to find alternate means of completing the work, or modify the scope of work, or
select other consultants.

FISCAL IMPACT
Funds for this project have been previously appropriated as Water Fund Capital
Projects – Distribution System Replacement Program and Sewer Fund Capital Projects
– Collection System Replacement Program with available balances of $1,809,808.20
and $2,543,294.99, respectively, as of June 30, 2016.

ENVIRONMENTAL REVIEW
The topographic surveys proposed in this report do not constitute a project as defined
by the California Environmental Quality Act. Durin g the construction phase of the
program, environmental reviews will be performed on each construction package.

JEFFREY CHOU
ASSISTANT ENGINEER II
6.1.E. - Page 2
