REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 8, 2016 <br /> <br />SUBJECT <br />Agreement between the Peninsula Corridor Joint Powers Board and the City of <br />Redwood City Relating to the Peninsula Corridor Electrification Project <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the Comprehensive <br />Agreement between the Peninsula Corridor Joint Powers Board and the City of <br />Redwood City Relating to the Peninsula Corridor Electrification Project <br /> <br />BACKGROUND <br />The Peninsula Corridor Electrification Project (“PCEP”, part of the Caltrain <br />Modernization Program) consists of converting Caltrain from diesel-hauled trains to <br />electrically-powered trains for service between the 51-mile route from 4th and King <br />Street Station in San Francisco and the Tamien Station in San Jose. The work involves <br />installation of overhead wires, support poles, and other appurtenances necessary <br />facilitate electrical train service and includes approximately two miles of track within the <br />City. <br /> <br />According to the Peninsula Corridor Joint Powers Board (“JPB”), PCEP will improve <br />train performance and allow for more trains during peak hours, increased revenue, <br />reduced fuel cost, and reduced engine noise. <br /> <br />ANALYSIS <br />The proposed agreement develops procedures for cooperation during the design <br />process, facilitates the JPB’s use of City right-of-way during construction, allows the City <br />to recover City staff costs associated with PCEP, and provides a process to permit City <br />utilities or other infrastructure to be modified due to PCEP work, with City approval. <br /> <br />The JPB, in conjunction with the San Mateo County Transit District, is the owner of the <br />railroad right-of-way that will contain most PCEP work. The railroad right-of-way runs <br />linearly through the City and is generally bounded by private property, with six at-grade <br />vehicular crossings and one at-grade pedestrian-only crossing. An Overhead Contact <br />System (“OCS”) will be installed to distribute power along the corridor, and this will <br />6.1.A. - Page 1
