Chairperson Jordan asked if there was a way to provide relief to address <br /> seniors on a fixed income. City Manager Jim Smith suggested deferring the <br /> tax as an option. Commissioner Lloyd said that many seniors are concerned <br /> that they will be moved out of their homes if they are unable to pay the <br /> tax. Commissioner Anthony felt that if seniors were given examples during <br /> the education process it would be easier for them to understand. <br /> Superintendent Hartman asked if there was anything the Commission could do <br /> to inform the appropriate senior clubs of this matter. Dr. Crates agreed <br /> to speak to the Senior Forum, AARP and Fun After Fifty groups at their <br /> various meetings. Commissioner Anthony requested that Dr. Crates send them <br /> any pertinent information (brochure, fact sheet) which could be supplied to <br /> the various groups to be discussed at their next meetings. <br /> ITEM 2 - City Manager Jim Smith <br /> City Manager Jim Smith explained that the City is currently looking at a <br /> $1.7 million shortfall due to the recession, the shifting of many County <br /> cost to the City (e.g. booking system with the jails) and the decision on <br /> the fire fighters' arbitration which affects the whole pay structure of the <br /> City. In order to offset this deficit he indicated there will be a <br /> decrease in some services but emphasized that there will not be an increase <br /> in utility taxes. Mr. Smith explained that 100% of our water comes from <br /> the San Francisco Water District and that there are fixed costs associated <br /> with water costs. The costs for treating the water are due to water <br /> quality standards set by the State and are charged directly from San <br /> Franicsco Water District. Reductions in water use do not reduce the costs <br /> to the public, but do reduce the amount of revenue generated so <br /> charges have to be raised to offset. At the April 9 City Council meeting, <br /> the Council announced they will make a decision regarding water rate costs <br /> and allocations at the April 29 meeting. Mr. Smith emphasized that a great <br /> deal of the City's costs are determined by outside sources. <br /> ITEM 3 - Transportation <br /> Commissioner Anthony announced that TRIPS went to the recent SamTrans Board <br /> meeting where a discussion was held on the use of taxis. Information from <br /> the meeting showed that taxi cabs cost less per round trip than buses and <br /> they have more mobility. He said there was no statement from the Board to <br /> include taxis in conjunction with their bus operation. Superintendent <br /> Hartman said that the City has had on its agenda to recind its taxi cab <br /> permits due to lack of insurance compliance and staff costs associated with <br /> enforcement. Commissioner Anthony said he will speak about transportation <br /> at the next Senior Forum meeting. Chairperson Jordan announced that the <br /> Cereino Management Group has obtained a grant from the National Easter <br /> Seals Project to hold sensitivity training programs for paratransit riders <br /> and drivers. The group is looking for applications for trainers for the <br /> program which will be held this summer for 6-8 weeks at the MTC Training <br /> Site. Eldon Luce is the chairperson of the steering committee and the <br /> contact for this program. <br /> ITEM 4 - ADA Regulations <br /> Commissioner Anthony brought a fact sheet regarding the new ADA regulations <br /> for the Commissioners' review.
