Senior Center in the evenings and Supervisor Kucala and Assistant Center
Supervisor Oliver have been working alternate evenings to provide
coverage, which makes them unavailable during the day when they are
needed for other programs. Staff feels very strongly that someone should be
on duty each evening which is the reason for the increase in the budget for
casual hours. Superintendent Hartman suggested that the Commissioners
attend the budget hearings and speak before the City Council regarding their
request for their van.
Chairperson Anthony said the County has given the Fair Oaks Senior Center
the bus which they had previously lent them and therefore, their
transportation problems have been resolved. Fair Oaks Senior Center will
pay for the maintenance and insurance for this vehicle. He felt that the
Senior Affairs Commission should go on record to the City Council that we
need the vehicle and that the Commission should request that the City
Council provide the additional $10,000 to cover maintenance and insurance
costs. He felt this amount should be separate from the department budget
because he did not want to see any other program eliminated. Chairperson
Anthony said he felt the Commission should put together a proposal and go
before the City Council. Superintendent Hartman said the department will
meet with the City Manager and Finance Director on April 21 and the budget
will go to Council on June 28 and 30.
The Commissioners discussed being able to obtain a donation or apply for
grants after their 501 C-3 status was approved, They also discussed the fact
that Councilwoman Gasparini indicated that Kaiser was considering releasing
a vehicle but a 501 C-3 status was needed so the donation was not possible.
Commissioner Jordan suggested the following ideas:
1.) Have the City pick up the insurance costs of the vehicle ($3,000-4,000).
2.) Have the City pick up the maintenance costs of the vehicle ($4,000) with
the understanding that the Senior Affairs Commission will attempt to find
an outside maintenance company to donate its services for the vehicle.
3.) Have the City not commit to replacement costs for the vehicle; the seniors
will commit to replacement costs and will plan for the replacement vehicle.
He felt that these ideas might reduce the costs that the department will have
to request in our budget.
M/S Jordan/Metzdorf: To recommend the above suggestions.
Chairperson Anthony said he would reluctantly concede the cost of the
replacement vehicle but thinks that the City should pick up all the costs at a
cost of$10,000 per year.
Motion passed.
