Noreen Donohue, a Rediwheels user, explained that you need a <br /> doctor's certification regarding your ability to use Rediwheels and Rediwheels <br /> makes the final determination on who can use the service. <br /> Mr. Cohn explained Rediwheels is operated by contractors who bid for the <br /> contract every 2 years from SamTrans. He said Rediwheels covers part of <br /> Santa Clara County and San Francisco County in addition to San Mateo <br /> County. It does not operate on the San Mateo County coast which is handled <br /> by a separate operator. He showed pictures of the vans which are used by the <br /> contractors. Mr. Cohn stated Rediwheels has two supplemental services to <br /> their program. One is a taxi service which is available when Rediwheels <br /> cannot meet their requirements. The cost of the taxi fare is $1.00 and no <br /> tipping is allowed. The taxi companies are reimbursed by SamTrans. The <br /> other service is a van service provided by Laidlaw. He stated SamTrans is <br /> trying to cut down on the number of passengers using this van service due to <br /> its expense. It costs $28.00 per person to use the van but the rider only pays <br /> $1.00. SamTrans has just purchased 10 of their own vans to supplement this <br /> van service and has funding for 13 additional vans. Rediwheels handles all <br /> their own dispatching and riders are required to call SamTrans to arrange for <br /> transportation. <br /> Effective May 1, SamTrans service will expand to Stonestown. According to <br /> SamTrans statistics, Rediwheels provides between 14,000-15,000 trips per <br /> month and the number of registered riders is approximately 2,000. There are <br /> rides denied each month by Rediwheels and this amount will vary. For <br /> example, in January 1996, 160 rides were denied. The statistics indicate that <br /> Rediwheels on-time performance for pick-ups made within 15 minutes of its <br /> scheduled time is 99% of the time. Rediwheels is trying for a minimum of 2 <br /> passengers per trip and the Commissioners noted that Rediwheels had a <br /> problem filling their vehicles. Mr. Cohn reviewed questions and answers to <br /> commonly asked Rediwheels questions. <br /> Rediwheels operates daily from 5:30am-12midnight and they consider a trip <br /> on time if the vehicle is there within 20 minutes of its scheduled time (before <br /> or after). The Rediwheels trip should take the same amount of time as a <br /> regular SamTrans bus trip. There is a subscription service for regular daily <br /> riders for pick up and drop off services which is usually paid for by agencies <br /> such as Rosener House and Catholic Charities. There are currently 90 people <br /> on the waiting list for this service. <br /> Mr. Cohn stated he is also a member of the Paratransit Coordinating Council <br /> (PCC) along with Jack Anthony. The PCC meets the first Thursday of each <br /> month at 1:30pm at the Martin Luther King Center in San Mateo. PCC's job is <br /> to monitor the Rediwheels program and to educate the Board of Supervisors, <br /> SamTrans Board and the community on Rediwheels' performance.
