Task 2 . Prepare Administrative Draft Supplemental ER: <br /> Consultant will prepare the Administrative Draft Supplemental EIR to the certified <br /> DTPP EIR with text, illustrations, and comparative tables which clearly and concisely <br /> describe: (1 ) the proposed 851 Main Street project and associated, necessary <br /> DTPP amendments included in the project description ; and (2) whether the certified <br /> DTPP EIR with modifications adequately addresses the proposed action or if there <br /> are substantial new impact concerns or mitigation needs not considered in the DTPP <br /> EIR. For each environmental topic, the Administrative Draft Supplemental ER will <br /> summarize how the proposed project and DTPP amendments, as well as any <br /> changes in environmental conditions since DTPP EIR certification , affect each DTPP <br /> EIR impact and mitigation finding, and whether there are any new or substantially <br /> more severe significant impact findings or mitigation needs not considered in the <br /> DTPP EIR. The Supplemental EIR will not re-create an entire, new DTPP EIR. <br /> If the CEQA evaluation reveals a new significant environmental impact or a <br /> substantial increase in the severity of a previously identified significant impact, or if a <br /> new or revised mitigation measure is identified which is considerably different from <br /> those identified in the DTTP EIR, this new information will be identified in the <br /> Supplemental EIR as a "supplemental impact" or "supplemental mitigation ," as <br /> distinguished from a DTPP ER "certified EIR impact" and "certified ER mitigation ." <br /> Consultant also will consult with City staff to identify project alternatives that would <br /> avoid or reduce significant impacts identified in the Supplemental EIR, including, at a <br /> minimum , a no-project alternative and an alternative location (CEQA Guidelines <br /> Section 15126.6). The alternatives discussion will be a distinct chapter in the <br /> Supplemental EIR. <br /> In conformance with CEQA Guidelines Appendix G, the Supplemental EIR will <br /> discuss the proposed 851 Main Street project's consistency with General Plan <br /> policies, in response to DTPP EIR significance criterion 4.3. 1 .c (Land Use and <br /> Planning ) regarding adopted plans, policies, and regulations. <br /> Project-Specific Technical Analyses Prepared by Applicant: <br /> The project applicant will hire qualified professionals to prepare the following project- <br /> specific technical reports, for review by appropriate City staff and by Consultant, on <br /> which Consultant shall prepare technical analyses and incorporate the work in the <br /> Administrative Draft Supplemental EIR, as further described in the next section : <br /> (1 ) Tree survey (or arborist report, as decided by City Landscape Architect), with <br /> recommendations regarding application of the City's Tree Preservation Ordinance <br /> (Chapter 35 of the Municipal Code) and Chapter 29 (regarding street trees). <br /> (2) Historic resources report by a professional meeting Secretary of the Interior's <br /> Professional Qualifications Standards and California Historical Resources <br /> Information System (CHRIS ) standards, with conclusions regarding conformance <br /> REV: 07-13-16 RL <br /> Page 14 of 17 <br /> ATTY/AGR.2016. 184/Moore, lacofano, Goltsman Inc. <br />
