EXHIBIT "A" <br /> SCOPE OF SERVICES <br /> The specific tasks needed to complete the Supplemental EIR are described below. <br /> Task 1 . Notice of Preparation, Project Description , and Scoping Meeting: <br /> Consultant will prepare a Notice of Preparation (NOP) to identify the CEQA topics <br /> that will be evaluated in the Supplemental FIR, based on both the certified DTPP <br /> EIR and CEQA Guidelines Appendix G (Environmental Checklist Form ). Consistent <br /> with other EIRs that Consultant has prepared for Redwood City (e.g . , DTPP EIR, <br /> Stanford in Redwood City EIR), the NOP will include a project description and a brief <br /> discussion of each environmental topic that will be covered in the Supplemental EIR <br /> (aesthetics, public services , utilities, etc. ). A CEQA Initial Study checklist will not be <br /> attached to the NOP because: ( 1 ) the Supplemental EIR will be formatted with a <br /> one-to-one correspondence to the DTPP EIR chapters in order to evaluate any <br /> changes required to the DTPP EIR findings, impacts, and mitigations; (2) the DTPP <br /> EIR chapters already include and address all the Appendix G questions ; and , <br /> therefore, (3) in the case of this Supplemental EIR, an Initial Study checklist would <br /> be redundant. Note that, consistent with CEQA Guidelines Section 15163(d), the <br /> Supplemental EIR chapters will include only the information necessary to make the <br /> certified DTPP ER adequate, for example, summaries and findings of the technical <br /> reports, standard City conditions of approval , and resulting impact conclusions and <br /> mitigation needs. <br /> Matching the DTPP EIR, the Supplemental EIR will address the Appendix G <br /> environmental topics of agriculture/forestry resources and mineral resources in the <br /> mandated EIR section "Effects Found Not to be Significant." <br /> The NOP will include the project description upon which the Supplemental EIR will <br /> be based (including the necessary DTPP amendments), while recognizing that <br /> minor, non- substantial (from a CEQA perspective) revisions to the project may be <br /> necessary during the early project review stages (e.g. , resulting from PRC, AAC, or <br /> HRAC review, or based on technical report findings). <br /> An electronic version of the NOP will be provided to City staff (staff will provide the <br /> letterhead template). Staff will prepare the NOP distribution list (with Consultant <br /> assistance) and distribute the NOP to interested , responsible, and trustee agencies, <br /> and to interested individuals; also, staff will post the NOP with the County Clerk. <br /> Consultant will send the NOP to the Governor's Office of Planning and Research <br /> (OPR) to begin the 30-day NOP comment period . <br /> Consultant will attend one (1 ) NOP scoping meeting to help staff present information <br /> and answer questions regarding the CEQA process.
