OAK #4833-8514-3094 v1
REPORT
To the Honorable Mayor and City Council
From the Personnel Subcommittee

August 22, 2016

SUBJECT
Appointment of Veronica Ramirez to the position of City Attorney

RECOMMENDATION
By motion, adopt Resolution appointing Veronica Ramirez to the position of City
Attorney of the City of Redwood City and Authorizing Mayor to execute an employment
agreement
BACKGROUND
Earlier this year, former City Attorney Pamela Thompson announced her retirement on
March 5, 2016. At the direction of Council, the Personnel Subcommittee worked with
staff to conduct an extensive search process for a new City Attorney. The City
contracted with executive search firm Peckham and McKenney to develop a recruitment
and selection strategy, with input from the Council and key City staff on the ideal
candidate. Applicants were identified and screened by Peckham and McKenney, and
the most qualified candidates were referred to the City to be interviewed by City
Council.
ANALYSIS
As a result of a competitive interview process, Council identified current Senior
Assistant City Attorney Veronica Ramirez as the top candidate. Ms. Ramirez has twelve
years of municipal law experience as a litigation, land use and transactional attorney.
Ms. Ramirez has practiced as a municipal law attorney in both private and public
practice. Most recently Ms. Ramirez has served as a Senior Assistant City Attorney
for the City of Redwood City. She joined the City of Redwood City in 2011 as Assistant
City Attorney, serving as legal counsel to City Departments in a wide variety of matters.
During her career with Redwood City, Ms. Ramirez has served as the key legal advisor
on a variety of complex projects in the areas of land use and real estate, and has also
served as chief legal advisor to the City’s Planning Commission. Ms. Ramirez holds a
Bachelor’s Degree from the University of California, Berkeley, and a Juris Doctorate
from the University of California Davis, School of Law.
6.3.A. - Page 1
