Project, prior to acting upon or approving the Project. <br /> c. As set forth in CEQA Guidelines section 15162, the proposed Project <br /> will not result in any new environmental impact, or a substantial increase <br /> in the severity of any environmental impact, or require new mitigation <br /> measures beyond those identified in the 2006 SEIR, 1996 FEIR and the <br /> 1998 SEIR. No new environmental document is required. <br /> d. Pursuant to CEQA Guidelines section 15091(e), the documents and <br /> other materials that constitute the record of proceedings upon which the <br /> Planning Commission has based its decision are located in and may be <br /> obtained from, the Office of the City Clerk at 1017 Middlefield Road, <br /> Redwood City California. The City Clerk is the custodian of records <br /> for all matters before the City. <br /> Section 3. Planned Community Permits PC2015-002 and PC2015-003: In <br /> the exercise of its independent judgment, the Planning Commission finds: <br /> a. That the establishment, maintenance or operation of the use or uses <br /> applied for will not, under the circumstances of the particular case, be <br /> detrimental to the health, safety, peace, morals or general welfare of <br /> persons residing or working in the neighborhood of said proposed use, <br /> or be detrimental or injurious to property and improvements in the <br /> neighborhood, or to the general welfare of the City. <br /> Section 4. Tentative Parcel Map TM2016-004: In the exercise of its <br /> independent judgment, the Planning Commission finds that it need not disapprove <br /> Tentative Parcel Map TM2016-004 pursuant to Section 30.23 of the Redwood City Code <br /> because: <br /> a. The map, design or improvements of the proposed subdivision are <br /> consistent with Redwood City's General Plan, the Stanford in Redwood City <br /> Precise Plan, the Zoning Ordinance, and all applicable subdivision <br /> improvement requirements. The lot merger allows 3 parcels to become 1 <br /> parcel. <br /> b. The project site is physically suited for the type and density of the existing <br /> development. The site is located in the Stanford in Redwood City Precise <br /> Plan area, which permits the existing medical clinic use and existing floor <br /> area. <br /> c. The design or proposed improvements would not cause substantial <br /> environmental damage, or substantially and avoidably injure fish, wildlife or <br /> their habitat, or cause serious public health problems. The site is currently <br /> developed with medical offices and surface parking. Potential impacts of <br /> the proposed improvements were considered in the 2006 SEIR, the 1996 <br /> FEIR, and the 1998 SEIR. <br /> d. The proposed lot merger and associated improvements would not conflict <br /> ATTY/RESO.0074/PC RESO STANFORD PARKING GARAGE <br /> REV:08-11-16 JS Page 3 of 17 <br />
