development plans, and all other documents, reports, studies, memoranda, maps, oral <br /> and written testimony, and materials in the City's file for the applications and the Project, <br /> and all adopted City planning documents relating to the Project and the property including <br /> the City's General Plan, the Redwood City Code, the Redwood City Zoning Ordinance, <br /> other applicable City laws and regulations, and all associated approved and certified <br /> environmental documents, have together served as an adequate and appropriate <br /> evidentiary basis for the findings and actions set forth in this Resolution. <br /> Section 2. The Planning Commission hereby finds the location, purpose, and <br /> extent of the disposition request is consistent with the Redwood City General Plan. <br /> Section 3. CEQA: In the exercise of its independent judgment, the Planning <br /> Commission finds that: <br /> a. As set forth in CEQA Guidelines Section 15183, the project is exempt <br /> because the project is consistent with a zoning action which zoned the <br /> parcel to accommodate a particular density of development, consistent with <br /> the general plan of Redwood City, and an EIR was certified for the General <br /> Plan on October 11, 2010. <br /> b. As set forth in CEQA Guidelines Section 15332 Class 32, the project is <br /> categorically exempt because the project meets the general plan and <br /> zoning regulations, is on a lot less than 5 acres within an urban context, <br /> does not contain habitat for endangered species, and would not result in <br /> significant effects related to traffic, noise, air quality, or water quality. <br /> c. Pursuant to Guidelines section 15091(e), the documents and other <br /> materials that constitute the record of proceedings upon which the Planning <br /> Commission has based its decision are located in and may be obtained <br /> from, the Office of the City Clerk at 1017 Middlefield Road, Redwood City <br /> California. The City Clerk is the custodian of records for all matters before <br /> the City. <br /> Section 4. Vesting Tentative Parcel Map TM2015-055: In the exercise of its <br /> independent judgment, the Planning Commission finds that Vesting Tentative Parcel <br /> Map TM2015-055 does not satisfy Section 30.23 of the City's Zoning Ordinance <br /> because: <br /> a. The map, design or improvements of the proposed subdivision are <br /> consistent with Redwood City's General Plan, Municipal Code, and Zoning <br /> Ordinance, and all applicable subdivision improvements requirements. The <br /> lot merger allows several parcels to become one developable parcel to <br /> create a more cohesive, integrated project. <br /> b. The site is physically suited for the proposed type or density of <br /> development. The site is located in an urbanized location. The site is <br /> generally flat and would have frontage on Main Street and access from <br /> ATTY/RES0.0075/PC RESO 1629 MAIN STREET(BUTLER) <br /> REV:08-16-16 VR Page 3 of 22 <br />
