Spring Street. <br /> c. The design or proposed improvements would not cause substantial <br /> environmental damage, or substantially and avoidably injure fish, wildlife or <br /> their habitat, or cause serious public health problems. <br /> d. The design or improvements of the proposed subdivision would not conflict <br /> with essential public easements for access through, or use of, property <br /> within the proposed subdivision, unless acceptable alternate public <br /> easements will be provided. Wider sidewalks and improvements would be <br /> constructed along Main Street enhancing the pedestrian experience, and a <br /> private access easement would be provided to Caltrans for maintenance of <br /> adjacent Caltrans property. <br /> e. The proposed project does not conflict with any written public policy or with <br /> the public interest. <br /> Section 5. Architectural Permit AP2015-122: In the exercise of its <br /> independent judgment, the Planning Commission finds that: <br /> a. The project is designed to provide a contemporary office building sufficient <br /> variety in the design of the structure and grounds to avoid monotony in the <br /> external appearance; <br /> b. The building is in proportion to the building site because it is located along <br /> the southern property lines allowing for landscaping on all sides of the <br /> building and adjacent to the surface parking. A harmonious appearance is <br /> created by contemporary design details; <br /> c. The structure conforms to the general character of other structures in the <br /> vicinity insofar as the character can be ascertained and is found to be <br /> architecturally desirable; <br /> d. The project would not use excessive ornamentation, or temporary and <br /> second-hand materials. The project would imitate concrete panels to <br /> provide a simple and low cost maintenance exterior; <br /> e. The project would maintain existing trees along the perimeter of the site and <br /> the natural flat grade would be retained; <br /> f. Off-street parking areas would be accessible from Main Street and Spruce <br /> Street. The Main Street access would allow a vehicle to pull into the site, <br /> off the sidewalk, to wait for the surface parking gate or garage parking gate <br /> to open. Spruce Street access is located at the end of Spruce Street where <br /> waiting vehicles would not block traffic; <br /> g. The project is conditioned to provide detailed landscaping plans at the <br /> building permit stage and be required to show landscaping to screen the <br /> parking lots from the street; <br /> h. The structure would not negatively impact the character and value of the <br /> closest R District areas; and <br /> i.
