Variances : <br /> The Council of the City of aedwood City shall have <br /> the power to grant abs(Aute or conditional variances from <br /> the strict application of any of the provisions of any of <br /> the sections of said Article II, upon the written applica- <br /> tion of the property owner or his agent ih those cases. <br /> where there exist practical difficulties or unnecessary <br /> hardships in the way of carrying out the strict letter of <br /> such provis-ions; provided, however, that in the granting <br /> of such variance. the purposes of such provisions shall be <br /> observed, public safety secured, and substantial justice <br /> done." <br /> Section 3 . All ordinances, or parts or sections thereof, in <br /> conflict herewith are to the extent of such conflict hereby repealed. <br /> Section 4.
