including its size , shape , location, surroundings and typo- <br /> graphy of the property upon which it is located , the strict <br /> application of Section 2 of this ordinance would constitute <br /> an undue hardship upon the owner of said property . <br /> SECTION 5 . Any person denied a variance pursuant to Section 4 <br /> hereof by virtue of the failure of the City Manager to find the <br /> facts required by subsection ( b ) of Section 4 may , within five ( 5 ) <br /> days after notice of said determination of the City Manager , appeal <br /> the denial thereof to the Council of the City of Redwood City by <br /> filing with the City Clerk a written request for a review of the <br /> decision of the City Manager and stating facts supporting such a <br /> request . The City Clerk shall place the matter upon the Council ' s <br /> agenda and the Council shall , within thirty ( 30 ) days after such <br /> filing , affirm, modify or reverse the decision of the City Manager <br /> insofar as the required findings are concerned. If the Council <br /> fails to make a decision within thirty ( 30 ) days after the date <br /> of the filing of such appeal , the decision of the City Manager <br /> shall be deemed to be affirmed . <br /> SECTION 6 . Any variance from the strict application of this <br /> ordinance , granted pursuant to Section 4 hereof , shall be revoked <br /> by the City Manager upon receipt by him of notice from the Health <br /> Officer of the City of Redwood City that the private sewerage <br /> disposal system constructed in lieu of compliance with Section 2 <br /> hereof constitutes a menace to public health . <br /> SECTION 7 . All plumbing , which is not required to be connected <br /> to a public sewer , shall be connected to a private sewerage disposal <br /> system approved by the Building Inspector of the City of Redwood <br /> City and Health Officer of the City of Redwood City.
