labor , materials , or equipment for the same , and , to the extent <br /> that City pays the cost or price of said connection, it shall succeed <br /> to and have all the rights , including the lien provided for above , <br /> of such person or persons , against the real estate and against the <br /> owner thereof . <br /> As an alternative power to the enforcement of the lien pro- <br /> vided for in this section , the City Council may, by order entered <br /> upon its minutes , declare that the amount of the costs of such work <br /> and the administrative expenses incurred by the City incident to the <br /> proceedings , together with other charges uniformly applicable within <br /> the jurisdiction of the City Council for the connection of the <br /> premises to the public sewer , shall be transmitted to the Assessor <br /> and Tax Collector of the City , whereupon it shall be the duty of <br /> those officers to add the amount of the assessment to the next <br /> regular bill for taxes levied against the lot or parcel of land. <br /> SECTION 15 . When a sewer lateral is constructed connecting <br /> to a main line sewer , and a septic tank or cesspool exists which <br /> previously received the drainage from the house connection sewer , <br /> the septic tank or cesspool shall be abandoned and no portion of <br /> the house connection sewer shall then pass through or connect to <br /> such septic tank or cesspool . <br /> SECTION 16 . When any septic tank or cesspool is abandoned, <br /> the top of such septic tank or cesspool shall be removed and the <br /> tank or cesspool shall be drained and filled with well compacted' <br /> fine earth or sand ; any pipes connected to such tank or cesspool <br /> shall be cut directly outside of the tank or cesspool and shall be <br /> plugged with concrete . The abandonment of the septic tank or <br /> cesspool shall be completed to the satisfaction of the Building <br /> Inspector within five ( 5 ) days after the house -connection sewer <br /> is constructed and connected to the public sewer system . <br />
