( 3) That said petition is signed by owners of not less than one - fourth of the land in said territory by area, and by assessed value as shown on the last equalized assessment roll of the County of San Mateo , California, in which said County such territory is situated ; and (4) That on November 3 , 1953, this Council did adopt its Resolution No . 2581 , entitled "Resolution of the Council of the City of Redwood City Giving Notice of the Proposed Annexation of Certain Uninhabited Territory to Said City ; Describing Said Territory and Designating it by the Name ' Highlands Territory No. 10 ' ; Making Certain Findings Respecting Said Proposal ; and Giving Notice of Time and Place Said Council Will Hear Protests Thereto , " wherein it gave notice of said proposed annexation , described said territory and designated it by the above mentioned name , made certain findings respecting said proposal and gave notice of the time and place said Council would hear protests thereto ; and ( 5) That the City Clerk has caused a copy of said Resolution No . 2581 to be published in the manner and within the time re- quired by law, and has also caused written notice of such proposed annexation to be mailed to all persons or bodies to whom such notice is required by law to be given ; all in the manner and time required by law ; and ( 6) That this Council did in said Resolution No . 2581 set and designate December 15 , 1958 , at the hour of 8 : 00 o ' clock P .M . , in the Council Chambers of the City Hall of the City of Redwood City, San Mateo County , California, as the day, hour and place when and where said Council would hear protests against said annexation ; and WHEREAS , this Council duly met and convened at said time and
