( 3) That said petition is signed by owners of not less than one - fourth of the land in said territory by area, and by assessed value as shown on the last equalized assessment roll of the County of San Mateo , California, in which said County such territory is situated ; and ( 4) That on October 6 , 1958 , this Council did adopt its Resolution No . 2562, entitled "Resolution of the Council of the City Giving Notice of the Proposed Annexation of Certain Uninhab- ited Territory to Said City ; Describing Said Territory and Des - ignating it by the Name ' Coonan Annexation ' ; Making Certain Findings Respecting Said Proposal ; and Giving Notice of Time and Place Said Council Will Hear Protests Thereto , " wherein it gave notice of said proposed annexation, described said territory and designated it by the above mentioned name , made certain findings respecting said proposal and gave notice of the time and place said Council would hear protests thereto ; and ( 5) That the City Clerk has caused a copy of said Resolution No . 2562 to be published in the manner and within the time required by law, and has also caused written notice of such proposed an- nexation to be mailed to all persons or bodies to whom such notice is required by law to be given ; all in the manner and time required by law ; and ( 6) That this Council did in said Resolution No . 2562 set and designate November 17 , 1958 , at the hour of 8 : 00 P . M . , in the Council Chambers of the City Hall of the City of Redwood City, San Mateo County , California, as the day, hour, and place when and where said Council would hear protests against said annexation ; and WHEREAS , this Council duly met and convened at said time and place for the purpose of hearing and passing upon all protests to said proposed annexation, and also at the time ( s) and place ( s) to
