While it was felt that the Council had no legal right or authority to prohibit such a sale , . it was agreed with Mr. Eshleman that perhapsiit was not for the best interest of the people along that street to have such a sale made and the City Clerk was asked to write to the Read. Estate Board to ask it to discipline the member who had sold the lot . This , on motion of Councilman Fletcher , seconded by Councilman Eva. On motion of Councilman Eva, seconded by Councilman Christensen , the Council offered a vote of thanks to former Mayor , C . G. Lambert , and his committee , for their efforts in publicizing the special bond election of December g . On motion of Councilman Eva , seconded by Councilman Christensen , there was filed affidavit of publication of Ordinance No . 3S7 and Notice of Hearing. Following this , on motion of Councilman Eva, seconded by Councilman Mdlulty , Ordinance No . 3g7 , establishing certain set back requirements on Arch , Birch , Clinton and Duane Streets , was unanimously adopted. On motion of Councilman Fletcher , seconded by Councilman McNulty , it was unanimously decided to amend the suggested port district to exclude Sections3 , 10 , 15 , 16 and fractional sections 21 and 22 , all in Township 5 South , Range 3 West . Following this action on the port area, on motion of Councilman McNulty , seconded by Councilman Fletcher , the City Attorney was directed to do whatever was necessary to start annexation proceedings to include the property involved. Councilman Fletcher reported that he had interviewed the High School Trustees and had been informed that an effort was being made to itprove the grounds and that the Trustees were in accord with the Council ' s idea of making the campus more attractive . In connection with the question of soliciting or permitting bids for automobile insurance coverage , it was decided to continue with board companies and specifically in the same manner in which the insurance is being handled at present . The City Manager submitted a report concerning the proposed use of an increased proportion of San Francisco water , which report after discussion was ordered filed, and on motion of Councilman Eva, seconded by Councilman Christensen , the Manager was authorized to proceed in accordance with his recommendation. On motion of Councilman Fletcher , seconded by Councilman McNulty , the following wage scale was adopted applying particularly to the construction of a wharf and transit shed on Redwood Creek. RESOLVED by the Council of the City of Redwood City that in conformity with Chapter 397 of the Statutes of 1931 of the State of California, and other laws , that the minimum compensation to be paid for any skilled or unskilled labor for work provided in the construction of wharf and transit shed on Redwood City , San Mateo County , California , for the City of Redwood City shall be not less than specified as follows :
