Sally Robertson living on Sapphire Street , owning Lots 6 and g in Block 145 , asked the Council to make it possible for her to travel on the street in front of her property . Mrs . Robertson did not feel that she could buy the necessary red rock so that the City could do the work , as is frequently done in such cases . Upon examination of the tax bills of Mrs . Robertson , in the opinion of some of the Councilmen it seemed that her property had been overassessed and therefore on motion of Councilman Fletcher , seconded by Councilman Eva , it was decided that the City furnish labor and material to make a useable driveway in front of her property as an equitable adjustment for the over- assessment of her property. In connection with this subject , the City Assessor was asked to make a report show- ing the assessed value of all lots in that block and nearby , and also to say whether or not it was thought the lots were overassessed and , if so , what could be done about it . Kenneth Frezer appeared before the Council to ask for a license to operate a taxi service in Redwood City , but he was told that he would have to make an application in writing and that his application would then be considered in due course . _ . The City Manager submitted bids for the construction of a bituminous macadam surface on Harbor Boulevard and recommended that the contract for the work be awarded to the Granite Construction Company of Watsonville according to their alternate bid of 5 . 9t per square foot of pavement . On motion of Councilman Fletcher , seconded by Councilman Christensen , the recommendation of the City Manager was approved , the contract awarded to the Granite Construction Company , all other bids rejected , and the City Treasurer instructed to return the checks of the unsuccessful bidders .
