The City Attorney ad - vised that where protests were made , it woula be necessary to ascertain the number of parcels • op property within the . i strict proposed to be annexed nnf then ' seer t ci n '"''ether or not the owners of a majority of the respective parcels protested the proposed election and an- nexation.tion. If more than half of the respective oarcels protested , the matter would_ be taken automatically out of the hands of the Council .
