423 <br /> "DETERMINING THAT THE PUBLIC INTEREST AND NECESSITY DEMAND THE <br /> ACQUISITION , CONSTRUCTION AND COMPLETION OF THE FOLLOWING <br /> MUNICIPAL IMPROVEMENTS OF THE CITY OF REDWOOD CITY , TO WIT : <br /> ( 1 ) IMPROVEMENTS TO CITY HALL , AND ( 2) MAIN LIBRARY , THE COST <br /> OF EACH OF WHICH MUNICIPAL IMPROVEMENTS IS AND WILL BE TOO <br /> GREAT TO BE PAID OUT OF THE ORDINARY ANNUAL INCOME AND REVENUE <br /> OF SAID CITY OF REDWOOD CITY. " <br /> "BE IT RESOLVED by the Council of the City of Redwood City, as follows : <br /> 1 . - That the public interest and necessity demand the acquisition , con- <br /> struction and completion of the following municipal improvements , and each of <br /> them , to wit : <br /> ( a) Additions and betterments to the existing City Hall to provide <br /> additional facilities for housing city offices , including improvement of <br /> the grounds and all furniture , fixtures , apparatus, equipment and other <br /> works , properties and structures necessary or convenient for City Hall <br /> purposes ; and <br /> ( b) A new main library building , including improvement of the grounds , <br /> all furniture , fixtures , apparatus and other works , properties and structures <br /> necessary or convenient for a public library for the City of Redwood City . <br /> 2 . - That said municipal improvements specified in the foregoing sub- <br /> paragraphs ( a) and (b ) of section 1 are , and each of them is , necessary and <br /> convenient to carry out the objects , purposes and powers of said City . <br /> 3 . - That the cost of said municipal improvements . above described, and <br /> each of them , is and will be too great to be paid out of the ordinary annual <br /> income and revenue of said City . " <br /> After discussion of the offer of the United States of America to aid by way of grant <br /> in financing the construction of a Library Building , including necessary equip- <br /> ment but not including the purchase of books , the following Resolution entitled <br /> "A Resolution Accepting the Offer of the United States to the City of Redwood <br /> City to Aid by Way of Grant in Financing the Construction of a Library Building, <br /> Including Necessary Equipment but not Including the Purchase of Books (Herein <br /> Called the "Project " ) " , was proposed by H. F. Anderson and read in full : <br /> "A RESOLUTION ACCEPTING THE OFFER OF THE UNITED STATES TO THE <br /> CITY OF REDWOOD CITY TO AID BY WAY OF GRANT IN FINANCING THE <br /> CONSTRUCTION OF A LIBRARY BUILDING , INCLUDING NECESSARY EQUIP= <br /> MEM BUT NOT INCLUDING THE PURCHASE OF BOOKS ( HEREIN CALLED <br /> THE "PROJECT " ) . <br /> "BE IT RESOLVED by the Council of the City of Redwood City: <br /> Section 1 .
