436 All work provided for herein shall be done and made to the grades ,as shown on the plans , profiles and detailed drawings , which grades are hereby adopted as the official grades for said work and improvements , and reference is hereby made to the plans , profiles and detailed drawings for a description of the grades at which said work is to be done and said improvements made and the same are made a part hereof . All the hereinbefore and hereinabove mentioned and described work and improvements are to be done and made at the locations and positions and of the sizes and dimensions and of the materials as shown and described on the plans , profiles , detailed drawings and specifications adopted by the Council of the City of Redwood City on the 18th day of. July, 1938 , and now on file in the office of the Clerk of said City, to which plans , profiles , detailed drawings and spe- cifications reference is hereby made for a complete description and location of said work and improvements and for further particulars , and the same are made a part hereof . And the Council of the City of Redwood City does hereby deter- mine and declare that the foregoing described work and improvements are of more than local or ordinary public benefit and will effect and benefit the lands and district hereinafter mentioned , which said dis- trict is hereby declared to be the district benefited by said work and improvements ; that therefore the entire costs and expenses of said work and improvements shall be and are hereby made chargeable against and shall be assessed upon said lands and district , which district is within the limits of the City of Redwood City, County of San Mateo , State of California , and said district is described and shown on a certain map or plat entitled "Map Showing Assessment Dis- trict under Resolution of Intention No . 1938-4" which map or plat was adopted and approved by the Council of. the City of Redwood City on the 18th day of July, 1938 , and which map or plat is now on file in the office of the Clerk of said City of Redwood City, and to which map or plat reference is hereby made for an accurate and complete description and location of said assessment district and the same is made a part hereof ; provided , however , that all streets and avenues or portions thereof included within said assessment district and shown on the map or plat thereof shall be omitted from any assessment levied for the costs and expenses of the work aforesaid , said streets and avenues and portions thereof now being in public use as public streets and avenues . And notice is hereby given and the Council of the City of Red- wood City does determine that serial bonds bearing interest at the rate of six (6%) per cent per annum from their date shall be issued as pro- vided by Section 5 of Article 1 of Ordinance No . 333 of the City of Redwood City, commonly known as "Redwood City Improvement Procedure Ordinance" to represent each assessment of twenty-five ( x'25 ) dollars or over for the costs and expenses of said work and improvements . Said bonds shall extend from their date over a period of. nine (9) years from the 2nd day of January next succeeding the 15th day of the next November following their date . All work provided for herein shall be done as provided in Section 3 of Article 1 of Ordinance No . 333 of the City of. Redwood City , commonly known as "Redwood City Improvement Pro- cedure Ordinance , " which ordinance was passed and adopted by the Council of the City of Redwood City on the 14th day of March , 1932, and is now of record and on file in the office of the Clerk of said City of. Redwood City and to which reference is hereby made and the same made a part hereof . " RESOLVED, that said Council of the City of. Redwood City hereby rejects all of said proposals or bids except that next herein mentioned and hereby awards the contract for doing said work and making said improvements to the lowest , regular, responsible bidder , to wit : T. 0 . TYSON at the prices named in his bid . The City Clerk is hereby directed to publish a notice of this award twice in the Redwood City Tribune , a daily ( except Sunday) newspaper published , printed and circulated in said City of Redwood City, and hereby designated for that purpose by the Council of said City . Passed and adopted by the Council of the City of. Redwood City at the hour of 8 : 35 o ' clock P.M . at an adjourned regular meeting thereof held on the 29th day of August , 1933 , by the following vote : " Carried .
