<br /> After ascertaining the lowest bidder , Councilman Fletcher , seconded by Councilman
<br /> Anderson , proposed adoption of the following: Carried .
<br /> "RESOLUTION OF AWARD NO . 1938-5
<br /> "WHEREAS , the Council of the City of Redwood City did , in open session on the
<br /> 19th day of September , 1938 , publicly open, examine and declare all sealed proposals
<br /> or bids for doing the following work and making the following improvements in said
<br /> City of Redwood City, to wit :
<br /> That Quartz Street from the end
<br /> of the existing cement concrete
<br /> pavement near the northerly line of
<br /> St. Francis Avenue to Avenue del
<br /> Ora, including the intersection of
<br /> Quartz Street and Avenue del Ora;
<br /> -and Avenue del Ora from the end
<br /> of the existing cement concrete
<br /> pavement near the production
<br /> northerly of the westerly line of
<br /> South Place across said Avenue del
<br /> Ora to the existing cement concrete
<br /> pavement near the southeasterly
<br /> line of James Avenue including the
<br /> intersection of Avenue del Ora and
<br /> Quartz Street, be improved as fol-
<br /> lows, to-wit:
<br /> That the Street and Avenue here-
<br /> inbefore mentioned and intersec-
<br /> tions thereof be graded for their
<br /> full width and for the lengths men-
<br /> tioned herein and described, and by
<br /> having constructed on both sides
<br /> of said Street and Avenue and
<br /> around the park within the inter-
<br /> section of said Quartz Street and
<br /> Avenue del Ora, combined cement
<br /> concrete curbs and gutters, and
<br /> by constructing between said com-
<br /> bined curbs and gutters a four
<br /> (4") inch stabilized slurry base
<br /> pavement with a one (1") inch as-
<br /> phaltic armor coat wearing sur-
<br /> face.
<br /> The width of those portions of
<br /> Quartz Street and Avenue del Ora
<br /> hereinbefore mentioned, and the
<br /> width of the roadway thereof and
<br /> the width of the sidewalks thereof
<br /> are to be and are, as shown on the
<br /> plans, profiles, and detailed draw-
<br /> ings hereinafter referred to herein.
<br /> All work provided for herein shall
<br /> be done and made to the grades,
<br /> as shown on the plans, profiles and
<br /> detailed drawings, which grades are
<br /> hereby adopted as the official
<br /> grades for said work and improve-
<br /> ments, and reference is hereby
<br /> made to the plans, profiles and de-
<br /> tailed drawings for a description of
<br /> the grades at which said work is
<br /> to be done and said improvements
<br /> made and the same are made a part
<br /> hereof.
<br /> All the hereinbefore and herein-
<br /> above mentioned and described
<br /> work and improvements are to be
<br /> done and made at the locations and
<br /> positions and of the sizes and di-
<br /> mensions and of the materials as
<br /> shown and described on the plans,
<br /> profiles, detailed drawings and
<br /> specifications adopted by the Coun-
<br /> cil of the City of Redwood City on
<br /> the 8th day of August, 1938, and
<br /> now on file in the office of the
<br /> Clerk of said City, to which plans,
<br /> profiles, detailed drawings and spe-
<br /> cifications reference is hereby made
<br /> for a complete description and lo-
<br /> cation of said work and improve-
<br /> ments and for further particulars,
<br /> and the same are made a part
<br /> hereof.
<br /> And the Council of the City of
<br /> Redwood City does hereby deter-
<br /> mine and declare that the forego-
<br /> ing described work and improve-
<br /> ments are of more than local or
<br /> ordinary public benefit and will af-
<br /> fect and benefit the lands and dis-
<br /> trict hereinafter mentioned, which
<br /> said district is hereby declared to
<br /> be the district benefited by said
<br /> work and improvements; that
<br /> therefore the entire costs and ex-
<br /> penses of said work and improve-
<br /> ments shall be and are hereby made
<br /> chargeable against and shall be as-
<br /> sessed upon said lands and district,
<br /> which district is within the limits of
<br /> the City of Redwood City, County
<br /> of San Mateo, State of California,
<br /> and said district is described and
<br /> shown on a certain map or plat en-
<br /> titled "Map Showing Assessment
<br /> District Under Resolution of In-
<br /> tention No. 1938-5" which znap or
<br /> plat was adopted and approved by
<br /> the Council of the City of Redwood
<br /> City on the 8th day of August,
<br /> 1938, and which , map or plat is
<br /> now on file in the office of the
<br /> Clerk of said City of Redwood
<br /> City, and to which map or plat
<br /> reference is hereby made for an
<br /> accurate and complete description
<br /> and location of said assessment
<br /> district and the same is made a
<br /> part hereof; provided, however,
<br /> that all streets and avenues and
<br /> parks or portions thereof included
<br /> within said assessment district and
<br /> shown on the map or plat thereof
<br /> shall be omitted from any assess-
<br /> ment levied for the costs and ex-
<br /> penses of the work aforesaid, said
<br /> streets and avenues and parks and
<br /> portions thereof now being in pub.
<br /> lie use as public streets and avenues
<br /> and parks.
<br /> And notice is hereby given and
<br /> the Council of the City of Red-
<br /> RESOLVED , that said Council of the City of Redwood City hereby rejects all
<br /> of said proposals or bids except that next herein mentioned and hereby awards the
<br /> contract for doing said work and making said improvements to the lowest , regular,
<br /> responsible bidder , to wit : L. C . SMITH at the prices named in his bid .
<br /> The City Clerk is hereby directed to publish a notice of this award twice in
<br /> the Redwood City Tribune , a daily (except Sunday) newspaper published , printed and
<br /> circulated in said City of Redwood City, and hereby designated for that purpose
<br /> by the Council of said City . "
<br /> After filing affidavit of B . E . Myers showing that there was mailed to the State Treasurer
<br /> and the State Department of Finance a copy of the Notice of Sale of the Harbor Bonds ,
<br /> bids were publicly opened with the following results :
