2 In connection with the salary schedule for 1933-34, the Council went on record , on motion of Councilman Jones , seconded by Councilman McCarthy , as favoring the same procedure as for the preceding year , namely , that the amounts set up by the City Manager be approved, with the understanding that the City Employees sign a waiver allowing the reductions recommended , effective July 1 , 1933 . Dusel , C . J . Hildebrant , R. N . Jones , C . G. Lambert , Paul A. McCarthy , Geo . W. McNulty , City Clerk, B . E. Myers . Absent : H . A. Beeger . The minutes of the meeting of July 3 and the special adjourned meeting of July 10 were ap- proved on motion of Councilman McNulty , seconded by Councilman McCarthy . Gordon Seely who had deposited with the Treasurer a check covering a disputed water bill appeared before the Council to explain the circumstances . It was finally decided to cancel the charge on motion of Councilman Jones , seconded by Councilman McCarthy . Angelo Scilini owning property on Marshall Street near Arguello appeared before the Council to ask permission to alter the front of his present building so that the front wall of the reconstructed building would rest where the present porch line is . Permission was granted on motion of Councilman McCarthy , seconded by Councilman Hildebrant . The question of the amount of plumbers ' license came up for discussion , having been previously brought before the Council by Stephen Seasak, who was present , as was also P . E. Brand , R. E . Bruce and William Jamieson . Some advocated a reduction of the license and others were of the opinion that it might be retained at the $50 . 00 figure . However , finally , on motion of Councilman McCarthy , seconded by Councilman Lambert , the City Collector was in- structed to collect , until further notice , a yearly license fee of $25 . 00 , effective July 1 , from plumbers who have a fixed place of business within the city , and a fee of $50 . 00 from plumbers outside the city . L. C . Maccabee , of the County Engineer ' s office , addressed the Council concerning its attitude about the contemplated survey of the sewage condition in the southern part of the county and asked the Council if it desired to go on record as approving such a project .
