A professional fee of $21,000, including all expenses but travel, will be <br />required to complete Steps 1 through 16 above. Meetings scheduled for discussions of <br />conclusions with City staff and the presentation to the City Council, if necessary, described <br />in Step 16 will be billed on the basis of professional time spent and expenses incurred, but <br />will not exceed $2,000 per meeting.
