REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 12, 2016 <br /> <br />SUBJECT <br />Agreements for on-call, as-needed Professional Surveying Services with MacLeod & <br />Associates, Inc. and Bellecci & Associates related to the City’s Capital Improvement <br />Program <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the Agreement for <br />Professional Services with MacLeod & Associates, Inc. of San Carlos, CA, in an amount <br />not to exceed $150,000 and the Agreement for Professional Services with Bellecci & <br />Associates of Concord, CA, in an amount not to exceed $100,000 for surveying services <br />on an on-call, as-needed basis. The City Manager may amend the Agreement(s) to <br />extend for additional periods. Extensions will be based upon a satisfactory review of <br />Consultant's performance, City needs, and an appropriation of funds by the City. The <br />parties will prepare a written amendment indicating the effective date and length of the <br />extended Agreement(s) <br /> <br />BACKGROUND <br />The City of Redwood City annually replaces aging segments of existing potable water, <br />sanitary sewer, and storm drain and recycled water pipelines as part of the Capital <br />Improvement Program (CIP). These CIP projects are intended to replace aging pipes <br />that are close to failure, to increase the size of mains for additional flow and capacity <br />and to improve the overall systems’ performance, service and reliability to the residents <br />and businesses on that street and surrounding neighborhoods. <br /> <br />Priority on replacing these pipelines is determined by City staff based on the pipe’s <br />existing condition and capacity. For the upcoming two years, the staff estimates that <br />about 15 miles of potable water, sanitary sewer, storm drain and recycled water <br />pipelines will need to be newly constructed, replaced or rehabilitated. <br /> <br />The recommended contracts for a utilities and street survey will provide information <br />related to these prioritized pipelines. The survey will provide the City with topographic <br />drawings that show the depths and alignments of existing underground utilities. The <br />survey will also detail the locations of above ground structures. This information will be <br />utilized during the design stage to determine the depths and alignments of the proposed <br />utility mains and avoid conflicts with existing utilities during construction. <br /> <br /> <br />6.1.D. - Page 1
