ANALYSIS
Multiple surveyors are needed to complete the City’s numerous CIP projects. This is
due to the high demand of the different utility pipelines (potable water, sanitary sewer,
storm drain and recycled water) and the corresponding pipeline upgrade requirements.
Multiple surveyors will allow the design staff with the flexibility of using more than one
surveyor at any given time and increase responsiveness to the City’s urgent needs.

ALTERNATIVES
Council may choose not to approve the proposed Agreement(s) with MacLeod &
Associates, Inc. and/or Bellecci & Associates and direct staff to find alternate means of
completing the work, or modify the scope of work, or select other consultants.

FISCAL IMPACT
Funds for this project have been previously appropriated as Water Fund Capital
Projects – Distribution System Replacement Program, Sewer Fund Capital Projects –
Collection System Replacement Program and Capital Outlay Fund – Storm Drain
Collection System Construction with available balances of $1,809,808.20,
$2,543,294.99 and $1,957,104.87, respectively, as of June 30, 2016.

ENVIRONMENTAL REVIEW
The topographic surveys proposed in this report do not constitute a project as defined
by the California Environmental Quality Act. As we proceed to the construction phase
of the program, environmental reviews will be performed on each construction package.

JEFFREY CHOU
ASSISTANT ENGINEER II

AARON AKNIN
ASSISTANT CITY MANAGER/COMMUNITY DEVELOPMENT DIRECTOR

MELISSA STEVENSON DIAZ
CITY MANAGER
6.1.D. - Page 2
