ANALYSIS <br />Multiple surveyors are needed to complete the City’s numerous CIP projects. This is <br />due to the high demand of the different utility pipelines (potable water, sanitary sewer, <br />storm drain and recycled water) and the corresponding pipeline upgrade requirements. <br />Multiple surveyors will allow the design staff with the flexibility of using more than one <br />surveyor at any given time and increase responsiveness to the City’s urgent needs. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the proposed Agreement(s) with MacLeod & <br />Associates, Inc. and/or Bellecci & Associates and direct staff to find alternate means of <br />completing the work, or modify the scope of work, or select other consultants. <br /> <br />FISCAL IMPACT <br />Funds for this project have been previously appropriated as Water Fund Capital <br />Projects – Distribution System Replacement Program, Sewer Fund Capital Projects – <br />Collection System Replacement Program and Capital Outlay Fund – Storm Drain <br />Collection System Construction with available balances of $1,809,808.20, <br />$2,543,294.99 and $1,957,104.87, respectively, as of June 30, 2016. <br /> <br />ENVIRONMENTAL REVIEW <br />The topographic surveys proposed in this report do not constitute a project as defined <br />by the California Environmental Quality Act.
