REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 12, 2016 <br /> <br />SUBJECT <br />Subdivision map and associated agreements for The Grove development at 50, 80, and <br />88 Finger Avenue by Liberty Hall Lane Partners, LP <br /> <br />RECOMMENDATION <br />1. By motion, approve Final Map No. SM 2016-003, the Subdivision Map for The Grove. <br />2. By motion, approve and authorize the City Manager to execute an Improvement <br />Agreement with Liberty Hall Lane Partners, LP <br />3. By motion, approve and authorize the City Manager to execute three Landscape <br />Maintenance Agreements with Liberty Hall Lane Partners, LP <br />4. By motion, approve and authorize the City Manager to execute nine Stormwater <br />Treatment Measures and Maintenance Agreement with Liberty Hall Lane Partners, LP <br /> <br />BACKGROUND <br />The project includes the subdivision of three existing lots, 50, 80, and 88 Finger <br />Avenue, into an 8-lot, for-sale single family home development with a private street, <br />Liberty Hall Lane. On September 21, 2015, City Council approved the Planned <br />Development Permit including modifications, Use Permit, and Vesting Tentative Map <br />including modifications for the Finger Avenue Planned Development through Resolution <br />No. 15445. <br /> <br />ANALYSIS <br />The developer’s engineer completed the subdivision map, improvement plans, and <br />specifications compliant with the Subdivision Map Act, Redwood City Ordinances, City <br />Standards, and to the satisfaction of the City Engineer. The subdivision map creates a <br />subdivision consisting of eight residential lots and a common area Parcel A, which <br />contains the private street Liberty Hall Lane. Water utility improvements include a new, <br />fully restrained 8” public water main within Liberty Hall Lane, which connects to the <br />existing water main in Finger Avenue in two locations. Other water improvements <br />include new water services for each of the lots, and a new fire hydrant. Storm drain <br />improvements include a new storm drain inlet on Finger Avenue and a new storm drain <br />main within Finger Avenue, which connects the project’s on-site stormwater system to <br />the existing stormwater system at the corner of Finger Avenue and El Camino Real. <br />Public sanitary sewer improvements include two sewer laterals and cleanouts, one at <br />each connection of Liberty Hall Lane to Finger Avenue.
