REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 12, 2016 <br /> <br />SUBJECT <br />Landscape Maintenance Agreement, Stormwater Treatment Measures Maintenance <br />Agreement, Easement and Maintenance Agreement and dedication of easements for <br />the development at 849 Veterans Boulevard <br /> <br />RECOMMENDATION <br />1. By motion, approve and authorize the City Manager to execute a Landscape <br />Maintenance Agreement with 849 Veterans RWC, LLC. <br />2. By motion, approve and authorize the City Manager to execute a Stormwater <br />Treatment Measures Maintenance Agreement with 849 Veterans RWC, LLC. <br />3. By motion, approve and authorize the City Manager to execute an Easement and <br />Maintenance Agreement with 849 Veterans RWC, LLC. <br />4. By motion, approve the sidewalk and public utility easements, and authorize the <br />City Manager to execute the Certificate of Acceptance for such Deeds, and modify the <br />content of the Easement Deeds as necessary to receive signed Deeds <br /> <br />BACKGROUND <br />The project is a 6-story, 90-unit apartment building which will include 7 affordable units. <br />The project fronts Veterans Boulevard and Main Street, with driveway access from both <br />streets. On February 17, 2016, the Zoning Administrator held a duly-noticed public <br />hearing and approved the Architectural Permit application and offsite improvements. <br />The site formerly had approximately 17,000 sq. ft. of office/commercial space with <br />surface parking. <br /> <br />ANALYSIS <br />The developer’s engineer completed the improvement plans, and specifications <br />compliant with the Redwood City Ordinances, City Standards, and to the satisfaction of <br />the City Engineer. Improvements include new sewer, storm and water services, <br />drainage improvements, and sidewalk widening per Veterans Boulevard Corridor <br />standards including street trees and lighting. <br /> <br />Due to the timing of other improvement projects, the Zoning Administrator elected to <br />collect the fair share of costs associated with the off-site Veterans Boulevard and <br />Jefferson Avenue intersection improvements (adding a fourth leg to the signal at the <br />Veterans Boulevard and Jefferson Avenue intersection, reconfiguring the traffic lanes <br />Veterans Boulevard between Main Street and Brewster Street) instead of requiring the <br />6.1.G. - Page 1
