REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 12, 2016 <br /> <br />SUBJECT <br />Award of Contract – Dolphin, Shorebird and Marlin Parks Tennis Court Renovation <br />Project <br /> <br />RECOMMENDATION <br />Approve, by motion, the contract documents and award the standard form contract <br />00520 for the Dolphin, Shorebird and Marlin Parks Tennis Court Renovation Project to <br />Redgwick Construction, Inc. of Oakland, CA for their responsive and responsible low <br />base bid of $565,905 and authorize the City Manager to increase the contract amount, if <br />necessary, up to 10% of the amount awarded. Confirm determination that the Project is <br />exempt from CEQA <br /> <br />BACKGROUND <br />Dolphin Park, Marlin Park and Shorebird Park are three well-utilized parks in the <br />community of Redwood Shores. The three parks each provide a pair of tennis courts for <br />public play, tournaments and lessons year round. Of the three parks, Dolphin Park is <br />the only park with sports lighting to allow evening play. Components of each tennis <br />court are at different stages of their functional life. The City hired Verde Design Inc., a <br />Landscape Architecture and Civil Engineering consultant that specializes in sport <br />planning and design, to assess the condition of the three pairs of tennis courts, <br />recommend methods of repair and provide detailed design and construction <br />documentation for the project. <br /> <br />The report provided the following evaluation and recommendation for each court: <br /> <br />1. Shorebird Park: The courts are in good shape considering the courts were <br />constructed in 1972. Surface cracking has been identified in various areas of the <br />courts and it is recommended for patching and a new top coat application with an <br />updated color change to match the current United States Tennis Association’s <br />(USTA) blue/green color. <br />2. Marlin Park: The courts were constructed in 1999 and are in good condition. <br />Minor surface cracking has been identified and it is recommended for a new top <br />coat application with an updated color change. <br />3. Dolphin Park: The courts were constructed in 1978 and are in below average <br />condition. Moderate cracking, uneven surface and evidence of soil upheaval <br />were identified on the courts and in the immediate surrounding area. A complete <br />6.1.K. - Page 1
