reconstruction of the tennis courts with color change, including replacement of <br />lighting fixtures were recommended to address the identified issues. <br /> <br />ANALYSIS <br />The project consists of the following improvements: <br /> <br />1) Reconstruction of existing tennis courts, fencing and paving at Dolphin Park. <br />2) Replace existing light posts and lighting fixtures at Dolphin Park. <br />3) Acrylic tennis courts resurfacing at Shorebird Park and Marlin Park <br /> <br />The three (3) bids received at the bid opening on August 17, 2016, are summarized in <br />the table below. <br /> <br />Bidder Bid Amount <br />Redgwick Construction, Inc. – Oakland $565,905.00 <br />Suarez & Munoz Construction, Inc. – Hayward $656,661.00 <br />Alaniz Construction, Inc. – Fremont $708,039.00 <br /> <br />Engineer's Estimate $428,944.00 <br />Recommended Bidder: Redgwick Construction, Inc. <br />Substantiation: Redgwick Construction, Inc. is the lowest responsive and responsible <br />bidder <br /> <br />The low bid of $565,905.00 submitted by Redgwick Construction, Inc. is approximately <br />32% higher than the engineer’s estimate of $428,944.00. The 32% difference is likely <br />caused by the labor intensive demolition work at Dolphin Park, the specialization <br />needed for electrical work and the state of the current market. The demolition of tennis <br />courts at Dolphin Park includes removal of existing concrete edge band, 10’ fence, light <br />posts, and tennis courts paving. The current market is saturated with opportunity for <br />work and contractors are being selective. Redgwick Construction, Inc. has successfully <br />completed similar projects in the past and is a qualified contractor. Based on the bids <br />received, staff believes that the low bid is reasonable, considering the current bidding <br />environment, and recommends awarding the contract to Redgwick Construction, Inc. <br /> <br />Construction is expected to begin at the beginning of October, and conclude within 45 <br />calendar days. The City will give notice to all residents and businesses that might be <br />affected by the construction <br /> <br />ALTERNATIVES <br />Council may also choose not to award the contract and direct staff to redesign and/or <br />rebid this project. <br /> <br />FISCAL IMPACT <br />Funds for this project have been previously approved and appropriated in the following <br />funds: <br />6.1.K. - Page 2
