REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 12, 2016 <br /> <br />SUBJECT <br />Professional Services Agreement with Groundwater and Environmental Services, Inc. <br />(GES) for management and coordination of groundwater remediation activities <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a Professional Services <br />Agreement with GES in an amount not to exceed $127,490 for management and <br />coordination of groundwater monitoring and remediation activities at Sequoia Station <br />Shopping Center, 1071 El Camino Real <br /> <br />BACKGROUND <br />During development of the Sequoia Station Shopping Center in the mid-1990s, a <br />number of soil and groundwater investigations were conducted on and near the site. <br />Investigations identified the presence of chlorinated solvents, in particular <br />tetrachloroethene (PCE), in the groundwater beneath and near the shopping center <br />property. Further investigation determined the cause of the contamination as leakage of <br />PCE from the dry cleaners located across El Camino Real, as well as leakage from the <br />sanitary sewer line underneath El Camino Real. <br /> <br />In July 2014 the Public Works Services Department received a mandate from the San <br />Francisco Bay Regional Water Quality Control Board (RWQCB) requiring quarterly <br />groundwater monitoring reports and a remedial action plan to address groundwater <br />contamination at Sequoia Station Shopping Center. The City hired GES to perform <br />initial groundwater monitoring to record chemicals of interest and to prepare a remedial <br />action plan in response to the RWQCB’s mandate. <br /> <br />A remedial action plan proposing various cleanup technologies was submitted to the <br />RWQCB in May 2016. A 30-day public comment period began on Monday, June 27, <br />2016 with the publication of the remedial action plan fact sheet. The RWQCB is <br />expected to formally approve the City’s remedial action plan following review of any <br />public comments. <br /> <br />ANALYSIS <br />Once the RWQCB approves the remedial action plan, the City will conduct a pilot study <br />to determine the efficacy of proposed remedial technologies prior to initiating a full-scale <br />remediation effort. The City recommends contracting with GES to accomplish pilot study <br />activities and additional groundwater monitoring in 2016-2017 due to the experience <br />6.1.L. - Page 1
