As a part of this professional <br />services agreement, GES will provide continued quarterly groundwater monitoring of the <br />site and assist the City with designing and implementing a pilot remediation study. <br />GES is an important resource to the City, having provided initial analysis of the site’s <br />groundwater conditions and appropriate remedial technologies. Other professional <br />consulting firms could provide similar services, but the historical knowledge and hands- <br />on experience GES staff has specific to this site adds the greatest value. <br />Prior to the 2014 RWQCB mandate the City hired Kleinfelder to evaluate remediation <br />approaches and costs in 2007. Certain senior GES staff was involved in the 2007 <br />evaluation, which enabled GES to quickly prepare and recommend a workplan to the <br />City in 2014. <br />Additionally, the Sequoia Station Shopping Center is a popular downtown location that <br />serves a high volume of customers. On-site remediation activities will require careful <br />coordination with the private property owner and Caltrans staff to minimize impacts to <br />patrons and the general public. Having performed regular quarterly groundwater <br />monitoring at the site, GES staff are familiar with the daily traffic flow and on-site <br />conditions. This information will be valuable in designing remediation activities that <br />minimize disruptions to the public. <br />Staff has found GES staff to be knowledgeable and responsive, and recommend them <br />for this work. Contracting with a different consultant at this phase in the project may lead <br />to unnecessary delays as staff unfamiliar with key players and project details must <br />advise the City in accomplishing the RWQCB approved remedial action plan. <br />ALTERNATIVES <br />Council may choose not to approve the proposed agreement with GES and direct staff <br />to modify the scope of work or select other consultants. <br /> <br />FISCAL IMPACT <br />Funds for this project are available in the FY 2016-17 Sewer Capital Projects Fund. <br />ENVIRONMENTAL REVIEW <br />The proposed action, which represents an agreement between the City and consultant <br />to conduct groundwater monitoring and remediation analysis, is exempt from California <br />Environmental Quality Act review under Section 15309 (Inspections) in that the activities <br />associated with this agreement involve monitoring of hazardous materials test sites. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />6.1.L. - Page 2
