At-risk vessels: Explain if/how your agency identifies at-risk vessels (what indicators do you look for). Do you identify and document existing owners/occupants, and do you work with owners to prevent vessels from being abandoned? The City identifies at-risk vessels by the owner's failure to pay slip fees, complaints from other tenants, onsite City staff monitoring the buoyancy of the boats, and tracking any new boats or existing tenants that move to another slip. The City has a list of all of our tenants and we have requested the CF and hull numbers of all vessels as a part of their lease agreement. The City works with owners to prevent abandonned vessels by monitoring the conditions of vessels and notifying owners when staff observes that the condition of the vessel is deteriorating. 4.
