REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 12, 2016 <br /> <br />SUBJECT <br />Final Acceptance – Red Morton Park Synthetic Turf and Tennis Court Renovation <br />Project <br /> <br />RECOMMENDATION <br />By motion, accept the Red Morton Park Synthetic Turf and Tennis Court Renovation <br />Project, and authorize the release of bonds and the retention according to city <br />procedures <br /> <br />BACKGROUND <br />On September 21, 2015, the City Council approved the Award of Contract for the Red <br />Morton Park Synthetic Turf and Tennis Court Renovation Project, for the replacement of <br />the fields at the City’s main Park. The Project improvements included but are not limited <br />to, athletic furnishings and tennis court surfacing, synthetic turf replacement, irrigation <br />and landscaping, light posts and lighting installation and the installation of a batting <br />cage. <br /> <br />On February 8, 2016 additional funds were approved and appropriated by City Council <br />to cover the unforeseen excavation, subgrade preparation, and soil off-haul costs. The <br />initial Contract amount was $4,441,700, and the total cost of project for completion was <br />$5,774,210. <br /> <br />ANALYSIS <br />The project began construction in October 2015. During the demolition of existing turf <br />at McGarvey Field, the existing subgrade soil was exposed and a visual assessment <br />was performed according to the project’s geotechnical recommendations. Based upon <br />the visual assessment, staff and consultants determined that the soil condition was not <br />optimal for the planned improvements. Existing subsurface stabilization issues could <br />have reoccurred if not addressed. Additionally, during the earthwork and grading <br />improvement work, soil tests were conducted on excess soils to be disposed of offsite. It <br />was determined that the soil required disposal at a special facility. Upon evaluating the <br />impact of the above-mentioned unforeseen conditions and the anticipated costs to <br />address them, staff requested that the project funds be increased to 30% of the contract <br />amount in order to complete the project. <br />6.2.A. - Page 1
