The Contractor, O.C. Jones & Sons, Inc., has completed the construction of <br />improvements in accordance with the Agreement, the plans and specifications, and to <br />the satisfaction of the City’s Engineering & Transportation Division. <br /> <br />The Contractor provided a faithful performance bond and a labor and material bond, <br />each in the amount of $4,441,700 that can be released at this time. These bonds will be <br />replaced by a Guaranty that guarantees for all construction performed, and all material <br />and equipment incorporated therein, which will be held for a period of one year. This <br />Guaranty is a warranty in the event any of the improvements fail within a one-year <br />period. Other guarantees have been provided for the actual products by the <br />manufacturers for varying warranty periods per the Contract documents. <br /> <br />ALTERNATIVES <br />Council may choose not to accept the project or authorize the release of bonds and <br />retention which would be contrary to the terms of the contract and public contracting <br />code. <br /> <br />FISCAL IMPACT <br />Initial funds for this specific project were approved and appropriated through the City <br />Council approved Capital Improvement Program. Additional funds were approved and <br />appropriated by Council during construction to cover the unforeseen excavation, <br />subgrade preparation, and soil off-haul costs. <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency, the City of Redwood City determined that, with the exception of the <br />sports lighting, all aspects of the Red Morton Park Synthetic Turf and Tennis Court <br />Renovation Project meet the CEQA exemption criteria as set forth in Section 15301, <br />"Existing Facilities,” because the project would repair subsurface stabilization and <br />drainage problems with the replacement of existing synthetic turf with similar materials. <br />The Project would not expand the use of the playfields to be repaired. Furthermore, this <br />project is designed to be compliant with the City’s Engineering Standards and currently <br />accepted practices. <br /> <br />For the sports lighting an Initial Study checklist was prepared to identify any potential <br />impacts. The IS/MND concluded that the project will not have a significant effect on the <br />environment since it will incorporate the mitigation and standard measures contained in <br />the IS/MND. On September 21, 2015, the City Council held a duly noticed public <br />hearing to take in public comment and review the proposed project, and adopted the <br />IS/MND. <br /> <br /> <br /> <br /> <br /> <br /> <br />6.2.A. - Page 2
