REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 12, 2016 <br /> <br />SUBJECT <br />Installation of Stop Signs on Jefferson Avenue at the intersection with Emerald Hill <br />Road <br /> <br />RECOMMENDATION <br />Adopt a resolution approving the installation of stop signs on Jefferson Avenue at the <br />intersection with Emerald Hill Road. Confirm determination that the Project is exempt <br />from CEQA <br /> <br />BACKGROUND <br />Staff has received concerns from numerous residents living on Emerald Hill Road and <br />Jefferson Avenue regarding traffic safety at the intersection of these two streets. These <br />concerns are heightened due to the proximity of the intersection to Roy Cloud School <br />and the local topography. Based on those concerns, staff has evaluated the conditions <br />at this intersection. The results of the evaluation, and reasons for the resulting <br />recommendation to install new stop signs, are contained in the following report. <br />ANALYSIS <br />Staff has evaluated the conditions at this intersection and recommends that new stop <br />signs be installed on Jefferson Avenue at its intersection with Emerald Hill Road (as <br />shown in the Project Area Map, below). Emerald Hill Road (the minor-volume street) is <br />already stop-controlled and would remain stop-controlled. As proposed, Jefferson <br />Avenue (the major-volume street) would be stop-controlled and the intersection would <br />then become a multi-way (three-way) stop-controlled intersection. <br />Staff reviewed roadway safety concerns expressed by residents of the surrounding <br />neighborhood. Specifically, residents expressed concerns about the lack of sufficient <br />traffic control, the difficulty navigating the intersection, and the difficulty of people <br />crossing the street. <br />The City has an adopted stop sign policy for local/residential roadways. The subject <br />intersection meets this adopted policy and associated guidelines for the installation of <br />stop signs due to the traffic volumes, the proximity to a school and the amount of <br />school-age pedestrians crossing at the intersection. <br />6.3.A. - Page 1
