A traffic and speed study near the intersection found that Jefferson Avenue carries <br />about 2,000 vehicles eastbound and 2,000 vehicles westbound per day. A similar study <br />conducted on Emerald Hill Road found that the southbound approach carries about <br />2,000 vehicles southbound and 2,000 vehicles northbound per day. The eighty-fifth <br />percentile speed on Jefferson Avenue was approximately 33 miles per hour (85% of <br />drivers drive at or below this speed). On Emerald Hill Road, the eighty-fifth percentile <br />speed is approximately 29 miles per hour. <br />Project Area Map <br /> <br />The initial examination of police collision records for the intersection found that there <br />have been four reported crashes at or near this intersection in last five years (through <br />March 2016). While not all of the collisions that occurred at the intersection are <br />correctable through the installation of stop signs, the chance for crashes can be <br />reduced. Therefore, staff is recommending the installation of all-way stop signs on <br />Jefferson Avenue. <br />The proposed stop signs are expected to improve pedestrian safety and convenience at <br />this intersection. Roy Cloud Elementary School is located adjacent to the intersection of <br />Jefferson Avenue and Emerald Hill Road and has a school entrance/exit off of <br />Jefferson. A crosswalk is currently marked across Emerald Hill Road at Jefferson <br />Avenue. <br />A notice was mailed to the residents near the intersection and Roy Cloud School, <br />informing them of the City’s recommendations to install stop signs at the intersection of <br />Install stop <br />signs on <br />Jefferson at <br />Emerald Hill <br />6.3.A. - Page 2
