Jefferson Avenue and Emerald Hill Road. Of the eight responders, all supported the <br />installation of the stop signs on Jefferson Avenue. No concerns or negative feedback <br />was received following this notice to the residents. <br />Stop sign installations are considered permanent. Once installed, stop signs should <br />generally not be removed because of the potential for confusion. There are some <br />negative impacts associated with the proposed installation including increased braking <br />and accelerating by vehicles and increased travel times. The installation of curb ramps <br />for the crosswalk across Jefferson could impact parking in front of the adjacent <br />properties. <br />ALTERNATIVES <br />Council may choose to not approve the installation of the proposed stop signs, and <br />direct staff to investigate other options to address community concerns. <br />FISCAL IMPACT <br />The cost of stop-sign installation and the associated curb ramp is approximately $5,000. <br />Funds are available for this purpose from the City’s operating fund. Minor maintenance <br />costs will be incurred in future years. <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City has determined that the installation of stop <br />signs on Jefferson Avenue at Emerald Hill Road meets the California Environmental <br />Quality Act (CEQA) exemption criteria as set forth in Section 15301, (“Existing <br />Facilities”) because the installation of stop signs to the street is a minor alteration to the <br />existing facilities, which do not establish a higher speed limit along a significant portion <br />of the street and will not result in more than a negligible increase in use of the street. <br />Furthermore, this project has been designed consistent with the City’s guidelines and <br />the California Manual of Uniform Traffic Control Devices. <br /> <br />JESSICA MANZI, PE <br />SENIOR TRANSPORTATION COORDINATOR <br /> <br /> <br />AARON AKNIN <br />ASSISTANT CITY MANAGER & COMMUNITY DEVELOPMENT DIRECTOR <br /> <br />6.3.A. - Page 3
