the undergrounding of the segment originally prioritized. Street reconstruction in Phase <br />III would be completed in the same fashion as Phase I and II. <br />The proposed district boundary has been defined; Legal Description and Plat Map have <br />been prepared. The City conducted a Public Hearing to introduce the Ordinance on July <br />25, 2016. The affected property owners received timely notification through direct <br />mailing and notice in the newspaper in compliance with Sections 11.41 and 11.42 of the <br />Redwood City Code. The project was also presented to the public in said Council <br />Meeting by the City Engineer. Staff has not been notified of any resident concerns <br />regarding the proposed formation of Roosevelt Underground Utility District. Notice of <br />Second Reading and Adoption of the Ordinance was published in the Daily News on <br />August 19, 2016. <br /> <br />ANALYSIS <br />The boundary map shows all the parcels within the proposed district where all utility <br />poles (except high voltage electric utilities) would be eliminated and electrical wires and <br />related equipment placed underground. <br /> <br />If the City Council adopts the proposed Ordinance as recommended, the Roosevelt <br />Underground Utility District No. 2016-1 will be legally formed. This will require the utility <br />companies to place their overhead facilities underground. It will also mandate that all <br />future installation of utilities be undergrounded within the district boundaries. <br /> <br />With the establishment of the district in September 12, 2016, the estimated completion <br />date is December of 2021. The long project schedule is dictated by PG&E's <br />accumulation of Rule 20A funds and how quickly PG&E staff can design the <br />underground electrical distribution for this area. Once the district is established staff will <br />continue to work with PG&E to expedite this schedule. <br /> <br />The construction cost will be estimated upon establishment of the district. The cost of <br />the design for the Underground Utility District will be paid initially by the City but would <br />be reimbursed at a later date by PG&E and the other utilities in accordance with the <br />Rule 20A funding regulations. <br /> <br />Engineering and Transportation staff have met with PG&E representatives regarding the <br />formation of a district, and to establish the proposed boundaries. PG&E expressed no <br />objections to forming a district within this area. Notice will be mailed to all other utility <br />companies known to have facilities that may be affected to schedule a meeting and a <br />walkthrough along the proposed district boundary. As mentioned above, the proposed <br />underground district covers the area shown in the attached Boundary Map and detailed <br />in the Legal Description. The boundaries of the District and the scope of the project may <br />be refined. In future Council meetings staff will recommend to Council the execution of <br />an agreement with PG&E. <br />6.4.B. - Page 2
