1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 12, 2016 <br /> <br />SUBJECT <br />Approval of an Agreement with Overland, Pacific & Cutler for the Preparation of a Docktown Plan <br />and Provision of Relocation Assistance Services <br /> <br /> <br />RECOMMENDATION <br />By motion, Approve and Authorize the City Manager to Execute an Agreement with Overland, <br />Pacific & Cutler for the Preparation of a Docktown Plan and Provision of Relocation Assistance <br />Services in an Amount Not to Exceed $311,668 <br /> <br />BACKGROUND <br />The proposed agreement is required to develop a Docktown Plan which addresses the needs of <br />people currently living at Docktown Marina and then to assist those individuals as closure of the <br />Marina begins in 2017, and happens in phases over the course of a year. As is described further <br />below, the City sought to avoid this closure by seeking to change State law, but these efforts <br />were not successful. While future legislation is not precluded, the City must move forward with a <br />plan that complies with current State law. Closing the Marina is required in order for the City to <br />meet its legal obligation to allow full public access to the land on which the Marina is located. <br />Recognizing that this transition will be challenging for people currently living at Docktown, and <br />consistent with the City’s goals of equity and providing affordable housing assistance, the City is <br />working to develop an assistance program to address individual needs and to provide individuals <br />with a reasonable time to relocate. <br />While the City is not obligated to provide specific relocation benefits by law, the City is committed <br />to developing a customized program to address some of the relocation hardships that individuals <br />currently residing at Docktown may face. The draft Docktown Plan is expected to include a year- <br />long transition schedule for these residents, as well as moving assistance, an incentive program, <br />and other aid to help individuals find a new marina slip for their watercraft or a new land-based <br />residence. The City will also be considering assistance that could include additional aid for people <br />with special needs, including seniors, veterans, and low-income individuals. Approval of the <br />recommended agreement will authorize an experienced relocation firm, Overland, Pacific and <br />Cutler (OPC), to work with Docktown community members to understand their needs and develop <br />a draft Plan to address those needs. They will seek to meet with individuals in order to develop <br />the plan, and meet again after the draft Plan is developed to seek feedback. The draft Docktown <br />Plan will be publicly released in mid-November and the City is planning to share this draft plan <br />with Docktown community members as soon as it is available. As the City has committed to <br />approving a final Docktown Plan before December 31, 2016, the draft Plan will be considered by <br />the City Council at a publicly-noticed meeting in mid-December.
